The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandate across the United Nations System; (b) enhance coordination and coherence across the 38 Counter- Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and € ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States. 

The position supports the work of the UNCCT in capacity building activities relating to Preventing Violent Extremism (PVE). The Analyst will focus on supporting effective project implementation and evaluation.


Functional Responsibilities

The Analyst will be focused on assisting and coordinating the delivery and implementation of PVE capacity building activities. The Analyst will:

  • Act as the focal point for  logistics and substantive implementation of project activities, including directly with external stakeholders, in close collaboration with the Programme Manager and Specialist.
  • Provide direct assistance to, and in some cases lead elements of the planning and delivery of capacity building activities, at the global level.  
  • Support and in some cases participate in scoping missions to Member States and regional bodies to determine capacity building needs and develop plans for implementation.
  • Manage timely and high-quality reporting of the project’s activities, including compiling post- activity reports, surveys, scoping mission reports.
  • Act as the focal point for data collection to be used for the measurement and evaluation of the project.
  • Act as day- to-day focal point with national, regional, CSO and industry stakeholders on the implementation of the project, in close collaboration with the Programme Manager and Specialist.
  • Assist in planning and development of training for PVE capacity building  in close collaboration with Programme Manager and the Specialist.
  • Support the coordination of capacity building workshops with other UN, regional and CSO entities.
  • Support knowledge management activities of the programme through research, data collection and drafting talking points.

The Analyst will provide quarterly reports setting out progress against the following key deliverables:

  • Effective project management of the delivery and implementation of capacity building activities.
  • Support to scoping missions.
  • Contribution to timely and high-quality project reporting.
  • Effective data collection for the measurement and evaluation of the project.


Education/Experience/Language requirements

Education:

Advanced university degree in strategic communications, political science, international relations, public administration, strategic public relations, or other relevant field.

Experience:
  • A minimum of two years of progressively responsible experience in project management, with at least one year of experience on prevention or countering of violent extremism. 
  • Direct experience in PVE project management would be an asset. 
  • Experience providing reporting for a range of audiences and in measurement and evaluation would be an asset.
Language:
  • Fluency in English is required. Fluency is another UN language is an asset.
