Job Description

Under the guidance of the Finance controller, the “Finance manager – DFID & Sesame” job is to attend to all daily or periodic finance grant management, reporting and partners’ financial management of DFID and Sesame grants. He/she will prepare periodic financial reports, monthly BVA’s, monitor spending plans, schedule verification visits to partners and attend to all their financial matters insuring they are abiding to IRC standards and donor requirement.

Major Responsibilities:

Sub-Grants/ Partnership:

  • Review sub grantee budget and agreement.
  • Review sub grantee cash requests.
  • Ensure payments for sub grantees are properly recorded and issued in a timely manner.
  • Review the sub grantee financial reporting and transactions ensuring compliance with donor regulations and provide feedback as necessary.
  • Prepare financial report reconciliations for Program and Finance review and sign off.
  • Provide technical support to sub grantees  and facilitate training to foster good understanding of financial procedures
  • Responsible for conducting financial verification visits to sub grantees, prepare monitoring report and share as appropriate.
  • Assist during audits and donor verification visits for the said grants
  • Perform other duties as assigned by the supervisor.
  • Implement financial procedures and verify partners’ documentation making sure to abide by IRC and donors policies.

Grant Management & Reporting

  • Prepare the monthly Budget Versus Actual (BVA) reports and distribute on time.
  • Review the budget spending and advice relevant staff on spending status and ask for feedback on all over/under spending.
  • Participate in the monthly Grant review meetings and present the spending status. Follow up on the action points based on the comments from the meeting.
  • Provide support and feedback to Operations and Program managers for all questions regarding the BVA.
  • Prepare the Donor Financial report to be reviewed by the Finance Controller. Make sure the reports are in compliance to donor reporting formats and timely submitted as per contractual requirements.
  • Review PRs and advise charge codes.
  • Provide Analysis of grant spending plan vs. actual spending

Accounting:

  • Maintain the accounts payable and accounts receivable system in order to ensure complete and accurate records.
  • Ensures all financial transactions are reasonable, appropriate, and necessary.
  • Review and verify all related payments to these 2 grants.

Other related Tasks:

  • Promote cooperative professional relations between finance and other program and support staff, especially in the relation to provision of finance services and support.
  • Contribute to the development of the IRC team by modeling positive and productive professional work relationships.
  • Participate in professional development activities, as needed or requested.

Qualifications

Education:

  • A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance, or equivalent technical training certificate in Accounting. 
  • Minimum of Five (5) years of Finance experience.
  • Excellent knowledge in Excel.

Work Experience: Working experience on budget preparation, budget management and financial reports. This job requires strong analytical skills to be able to make logical and strategic budget decision.

Demonstrated Skills and Competencies:

  • Must be able to function comfortably in loosely structured but complex work environment, working and prioritizing multiple tasks.
  • Able to communicate effectively (written and verbal) in English.
  • Good time management and interpersonal skills.
  • Excellent computer skills especially in excel.
  • Must be able to work under minimal supervision.

Language Skills:  Excellent English and Arabic, French is add plus.
