Organizational Setting
The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is looking for international consultants to join the Project Evaluation Team, as Evaluation Manager (1) and Evaluation Analyst (1). The Project Evaluation Team is in charge of coordinating, monitoring and managing all project evaluations carried out by OED, and liaising with donors on issues related to project evaluations.
Reporting Lines
The consultants will work under the direct supervision of the Project Evaluation Team coordinator and under the overall responsibility of the Director of the Office of Evaluation (OED).
Technical Focus
Candidates applying for the Evaluation Manager position should have prior experience in managing evaluation, preferably in the rural development, food security or agriculture sector.
 
Candidates applying for the Evaluation Analyst position should have prior experience in M&E, programme management or evaluation, preferably in the rural development, food security or agriculture sector
Tasks and responsibilities
 
Evaluation Managers (1 consultant)
Evaluation managers will be assigned specific project evaluations, based on the PET planning as well as according to language and technical expertise required. For each project evaluation, the Evaluation Manager will\:
  • Prepare the evaluation Terms of Reference according to OED project evaluation guidelines;
  • Select, recruit and supervise the project evaluation team;
  • Prepare a budget for the evaluation
  • Liaise with the project team and project stakeholders to explain the process and ensure that all actors take part in the evaluation exercises
  • In some cases, participate in the evaluation as a team member
  • Provide guidance to the evaluation team and ensure that quality standards are respected, according to the OED evaluation procedures
  • Comment, review and disseminate the evaluation report
  • Participate in OED’s internal meetings;
  • Perform other duties as may be assigned by the OED Director or the Project Evaluation Team Coordinator.
 
Evaluation Analyst (1 consultant)
  • Assist project evaluation team members with the planning and monitoring of project evaluations
  • Ensure that information regarding completed, ongoing and planned project evaluations is regularly updated in the system
  • Liaise with project teams to confirm timing of the evaluations
  • Regularly update information regarding Evaluation Managers availability
  • Assist Evaluation Managers on specific project evaluations with data analysis, logistical arrangements and/or reporting
  • Participate in OED’s internal meetings;
  • Perform other duties as may be assigned by the OED Director or the Project Evaluation Team Coordinator.
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in sustainable agricultural development, agricultural economics, environmental science, development studies, social sciences, organizational development, or related disciplines 

  • At least 2 years of relevant experience in conducting evaluations or managing projects (Evaluation Manager)
  • At least 1 year of experience in project management, project design, or M&E (Evaluation Analyst)
  • Working knowledge of English and limited knowledge of Spanish or French
