National Stress Counselor (Aden)

Aden (Yemen)

Background

Given its performance requirements, the dynamism of staff movements, (rotation and constant requirement to move and readjust) and the increasingly volatile working environment, UN-Yemen is an environment where the stress factors are highly relevant. Although stress in general can be a motivating factor, when poorly managed or ignored, it has a significant potential to undermine the mental and physical health of the UN workforce impacting adversely on the overall performance of the operation(s).

The organizational response of UN in Yemen to this challenge is entrusted to the Staff Counselling UNIT in UNDSS.

The National Stress Counsellor will be responsible implementing a country focused staff stress management program that will include:

  • implementation of a general wellbeing program (resilience building and psychological preparation, critical incident intervention, crisis response, training and coordination of the Peer Support Personnel Network).
  • provision of the technical expertise in the area of psychological well-being of staff and their family members within the context of Yemen (assessment of psychosocial needs, program design, program implementation and management, evaluation, training design and delivery)
  • clinical work with colleagues and their family members (psychological assessment, individual/group counselling, crises interventions, referrals) when needed.
  • provision of guidance to the management.

Duties and Responsibilities

The National Stress Counselor is responsible to:

  • Assess Staff Wellbeing needs in the operation and design an appropriate psychosocial support program, under the guidance of the head of the counselling unit. Such program should include but is not limited to individual or group counselling, workshops/training, raising awareness and sensitization meetings, or other professional forms of support.
  • Ensure access to individual counselling of staff and family members for a variety of issues, related to both work (stress, trauma, interpersonal conflicts, harassment, and job insecurity) and personal (family, marital, children or finance related).
  • Ensure response to the critical incidents. Ensure that psychological first aid is provided (personally, through the Peer Support Personnel Network or other mental health services available in the country), as well as assessments, referrals and necessary follow-up.
  • Provide guidance to the management in relation to managerial response to psychosocial needs of affected staff.
  • Undertake regular travel to sub offices within the country if feasible to assess the psychosocial needs of the field locations and provide support to the staff.
  • Maintain regular contact with the counselling resources in the country including the members of the UN Staff/Stress Counsellors Group and other local mental health professionals/ resources outside the UN system, e.g. NGOs, private practitioners.
  • Coordinate and manage the UN Peer Support Personnel Network in the country through monitoring of their activities, supervising their work with the staff.
  • Maintain a record of individual staff wellbeing actions and interventions in a confidential folder or in a confidential database in accordance with the UN relevant UN policies on confidentiality of Staff wellbeing data.
  • Provide monthly reports and statistics to the Head of the Counselling Unit.

Other tasks that may be required:

  • Under the supervision of the Head of The Counselling Unit / CISMU, the incumbent Provides on a regular basis statistics and trends on issues related to staff well-being, whilst maintaining confidentiality. Alert the management on trends that may be of concern in offices or offices requiring targeted support or Managerial intervention. Capture lessons learnt and best practices for dissemination as appropriate.

  • inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is create;
  • necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

Required Skills and Experience

Education:

  • An advanced university degree (Master's or equivalent or higher) in clinical psychology or counselling psychology, or related area is required.

Experience:

  • A minimum of five years of progressively responsible professional experience, including at the international level, in the counselling/clinical psychology domain or related area is required. Work experience with the United Nations or a similar international organization;
  • Demonstrated clinical experience and counselling skills;
  • Proven skill of supporting teams and groups;
  • Proven training skills;
  • Demonstrated ability to work in diverse cultural environments.

Language Requirements:

  • Proficiency in English and Arabic written and spoken. Working knowledge of other UN language desirable.
