TEMPORARY APPOINTMENT: Programme Officer (U-Report), NOB, Lilongwe, Malawi, #109489 (FOR MALAWIAN NATIONALS ONLY)

Under the supervision of the Chief of Communication, Programme Officer (U-Report) will be responsible for ensuring that a strategy and action plan is in place for the second year of U-Report Malawi, maintaining the U-Report Malawi online presence as well raising awareness of the U-Report initiative.

UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.  The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.  The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

 

U-Report Malawi is a mobile-based platform which allows young people to speak out via SMS and other channels – through opinion polls and messages – on what is happening in their communities. It provides a forum to amplify their voices through local and national media and acts as a citizen-sourced, real-time data point for key stakeholders, service providers and decision-makers about the issues faced in communities. The platform also feeds back useful information to U-Reporters so they are empowered to work for change in their localities.

U-Report Malawi was launched in 2018 and now has over 150,000 U-Reporters. The U-Report Officer is expected to develop a concrete plan to reach communities and gather relevant information to empower communities, address child and adolescent issues, and influence local, regional and national stakeholders. He/she will also be expected to ensure that information collected feeds into UNICEF and the Government of Malawi’s programmatic goals: to provide the best possible environment for children to survive, learn, stay healthy and be protected.

 

 How can you make a difference?

Under the supervision of the Chief of Communication, Programme Officer (U-Report) will be responsible for ensuring that a strategy and action plan is in place for the second year of U-Report Malawi, maintaining the U-Report Malawi online presence as well raising awareness of the U-Report initiative.

 

Summary of key functions/accountabilities:

1. U-REPORT STRATEGY AND ACTION PLAN

Ensure a strategy and action plan is in place for the second year of U-Report Malawi, along with a roadmap for integrating shared priorities of key partners. Key challenges at this stage are to improve gender and regional balance and raise funds from outside UNICEF, to achieve sustainability.

Duties & Tasks 

  • Map other similar citizen engagement platforms and potential U-Report partners across programmatic areas,  and identify potential ways on how U-Report can be used to achieve key priorities.
  • Develop a strategy for using U-Report in Malawi as a tool for youth engagement – this should fit in with the existing UNICEF Malawi communication strategy and be informed by recent research on channels and audiences.
  • Create an action plan for integrating U-Report into an initial set of priorities that are in line with UNICEF and partner priorities
  • Create standard operating procedures to be followed by all users of the U-Report platform.
  • Develop an emergency response plan to be used in case of natural disasters such as floods.
  • Monitor, analyse and evaluate all aspects of U-Report, including number of U-Reporters, questions, response rates, evidence of interaction, and impact of polls.

     

2. STEERING COMMITTEE AND YOUTH GROUP

Following the establishment of a steering committee and advisory group, set up youth groups. These will help identify issues of relevance to young people, incentives for participation, and advise on the wording of questions.

Duties & Tasks

  • Continue regular engagement with the steering committee, ensuring that U-Report is run by NGOs, civil society, youth organisations and UN agencies. All partners should be committed to implementing U-Report and sharing ownership of it.
  • Establish a youth group (or connect with an existing group) in Lilongwe to advise on issues of relevance to young people, incentives for participation, and wording of questions.
  • Explore options for expanding the youth group to other districts in Malawi, including rural areas with limited connectivity.
  • Establish a rolling programme of youth engagement and incentives, to gain and maintain interest from the target audience. This could include celebrity content.

 

3. OPINION POLLS SENT

A calendar of future opinion polls mapped out through consultation with UNICEF programme sections and external partners. Opinion polls sent in English and Chichewa every 2 weeks. Thematic groups in place to respond to critical unsolicited questions raised by children and young people. Trainings conducted with partner organisations.

Duties & Tasks        

  • Work with UNICEF programme staff to identify advocacy priorities/subjects for polls, plus thematic groups to respond to critical unsolicited questions raised by children and young people (including helpline and referral information).
  • Set up an online system to write and approve text messages in both English and Chichewa, alongside a calendar of upcoming opinion polls.
  • Conduct the training for the trainers of partner’s focal points on the utilization of U-Report at partner premises.

     

 

4. U-REPORT ONLINE PRESENCE

Maintain U-Report Malawi online presence – website, Twitter and Facebook – to provide more information about the initiative and give young people an additional channel of communication. Link U-Report with Internet of Good Things.

 Duties & Tasks

  • Manage the U-Report website, Twitter and Facebook page, including thematic technical groups of respondents to answer questions
  • Manage the page with regular content, including on current polls, and respond to non-technical comments and questions.
  • Link U-Report Malawi with Internet of Good Things, ensuring that there is relevant information online and fed back to U-Reporters after taking polls.
  • Consider additional online channels as needed.



5. MARKETING CAMPAIGN

Subject to funding, design and launch a phase two marketing campaign specifically targeted at girls, young women and people in rural areas. This will likely be through community radio and roadshows.

Duties & Tasks

  • Design and launch a phase two marketing campaign specifically targeted at girls, young women and people in rural areas
  • Work with communication colleagues to design awareness raising and advocacy plan, as well as strategies for reaching venues of community activism and dialogue.
  • Recruit and manage a marketing agency if needed to assist with the above.

6. AWARENESS RAISING AND ADVOCACY

Work through various channels to continue to raise awareness of U-Report, and support advocacy objectives on affordable secondary education, ending child marriage and parenting skills.

Duties & Tasks

  • Continue to promote U-Report via community radio and other media, including integrating into other stories and activities
  • Work with partners to increase roll out, taking advantage of UNICEF’s global partnership, as well as other UNICEF Malawi partners on the ground.
  • Set up a system to ensure that the information collected via U-Report is available to UNICEF program sections to guide their activities and advocacy with decision makers.
  • Ensure regular feedback to U-Report users on results and how information is used.

 

To qualify as an advocate for every child you will have:

  • University degree in a relevant field such as communications, international relations, sociology, or a similar field
  • At least 2 years of progressive experience in partnership development, youth engagement and youth outreach, along with experience in managing mobile for development and/or social media platforms
  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills
  • Experience in the following areas are highly recommended:

    • Experience with a high-level communications campaign across multiple mediums, with national brand recognition;
    • Experience giving user-based feedback to the development of software applications;
    • Understanding of community-based channels of influence, community-based communication and development, participatory rural appraisal methodologies, and/or ethnographic research;
    • Experience working with community based organizations;
    • Experience engaging with political structures, civil society pressure groups, and other channels of national influence; Experience with monitoring and evaluation of large, complex projects with multi partner engagement.
  • Fluency in written and spoken English and a local language is required.
