Job Description

Background/IRC Summary: The International Rescue Committee, Inc. (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.

Job Overview/Summary: The Supply Chain Officer reports to the Senior Supply Chain Officer and is responsible for managing IRC’s Purchase requests, verifying offers & following up on deliveries related to the field office as well as supporting the field supply chain team with day-to-day operations.

Major Responsibilities:

  • In coordination with supervisor, perform and document price and cost analysis in connection with every procurement action. Price analysis will generally take the form of comparison of quotations, market prices or other indices. Cost analysis should ensure that each element of cost is reasonable, allowable under IRC and donor regulations, and acceptable to project based on relative benefit
  • Tracking and monitoring procurement including providing weekly/monthly procurement status update
  • Provide additional technical assistance to program team as necessary to maintain high standard of accountability on the purchases
  • Ensure proper management control of the procurement goods and services in compliance with IRC policies and procedures
  • Collect offers from potential vendors for all operations and program requirements
  • Facilitate Procurement aspects of program planning, and upcoming procurement resources needs.
  • Work with all IRC staff to ensure smooth introduction and adoption of procurement systems.
  • Assist teams in understanding their roles and responsibilities in terms of interaction with Procurement throughout all the purchasing processes.
  • Receiving, verifying and analyzing offers if technically meets the requested
  • Processing bid analysis and price comparisons according to the IRC rules and regulations
  • Following up on deliveries whether with suppliers or with IRC staff
  • Updating requestors on their PR’s status
  • Managing and updating suppliers database
  • Managing and updating pricing list for all categories
  • Assessing in market surveys and suppliers evaluation
  • Ensuring that all supplies, services and equipment required are delivered on time. This includes routine communication, coordination and planning with the relevant requesting staff regarding their orders.
  • Ensuring all SC related documents and files (electronic and hard copies) are properly archived, organized and up to date, and ensure regular back up of SC files on the relevant IRC formal files storage systems/means.
  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.

Other Internal and/or external contacts:
The Supply Chain Officer works with the other field operations colleagues to ensure smooth operations at the filed sites. Moreover, he also coordinates with programs regarding program requirements and also works with our suppliers to manage deliveries.

Internal: Supply Chain, Programs, Finance and Grants.

External: Suppliers & other stakeholders as deemed needed


Qualifications

  • Bachelor Degree in logistics or business field.
  • 2-3 years of experience in Procurement and Supply chain
  • Strong organizational skills; ability to interact effectively with international and national personnel.
  • Have a clear understanding of the procurement procedures
  • Excellent oral and written English skills,
  • Strong computer skills on MS Excel and MS Word programs.      
  • A demonstrated ability to multi-task and process information into action as to not delay program activities.
  • A clear understanding of procurement ethics and donor compliance is essential.
  • Able to work under pressure, able to multitask, excellent team player and able to work in a multinational environment. 

Working Environment: Standard Office working environment with all amenities available including ACs, internet connection, electricity and office space. Frequent travel to field sites up to daily trips to all IRC’s locations.
