BENEFITS ASSISTANT (2 posts) [Temporary]

Org. Setting and Reporting

These two positions are located in the Participation and Entitlements Section of the Fund Secretariat within the United Nations Joint Staff Pension Fund Office in Geneva.

Responsibilities

Under the supervision of a Benefits Officer and the overall supervision of the Chief of the Participation and Entitlements Section, the incumbent will be responsible for the following duties:

1.Audits:
-Administrative actions and procedures relating to Fund participation.
-Estimates of future benefit options and entitlements
-Calculations and all types of pension benefits, computer generated or manually processed, including the application of the Pension Adjustment System.
2.Processes complex cases for payment of benefits, determines proof of residence, changes in country of residence, etc.; Advises individual participants, pensioners and beneficiaries with respect to participation, entitlements and benefits.
3.Initiates computer runs for monthly activation and/or termination of benefits.
4.Prepares manual benefit calculations of complex cases.
5.Participates in the training activities related to the Section's work, including the preparation of training material, compilation of relevant information; and provision of training to individuals outside the Section.
6.Participates in the standardization of procedures and texts for communications originated by the Section.
7.Determines eligibility, enrolls new entrants and activates retirement benefits on receipt of relevant paperwork.
8.Advises relevant units, e.g., Insurance Section and the Federation of Associations of Former International Civil Servants (FAFICS) and the Associations of Former International Civil Servants (AFICS) at local and international locations, with respect to status of retirees and beneficiaries.
9.Provides information to individual participants and pensioners/beneficiaries as well as administrative staff of the member organizations of the Pension Fund on participation, entitlements and benefits.
10.Routes relevant requests to appropriate parties within the Fund's secretariat. Responds to telephone enquiries and prepares written responses to enquiries.
11.Undertakes necessary research in order to provide accurate information; ensures responses to queries conform to the provisions and rules and regulations of the Pension Fund and the Pension Adjustment System.
12.Performs other duties as may be required.

Education

High school diploma or equivalent.

Work Experience

At least seven (7) years of experience in employee/pension benefits administration or related area is required. Three (3) years of relevant experience in the United Nations common system is required. Experience in using transaction processing systems and reviewing the corresponding computer output is desirable. Experience with pension administration is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in one of the working languages of the United Nations Secretariat, English or French and knowledge of the other is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

Passing the United Nations Administrative Assessment Support Test (ASAT) at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, ICTY or the Global General Services Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
