Job Description


The Employment Hub launched in early 2018 with the goal of placing vulnerable Jordanians and Syrian refugees in formal employment. Focusing initially on Irbid and later Amman and Zarqa, the program will use an advanced algorithmic matching technique to efficiently match job seekers with open jobs and to support them with consistent case management, cash support, and mentoring to ensure long-term retention.

The program has a strong focus on generating evidence on which interventions are most likely to lead to job matches. The program is now on its second year of implementation and has designed the interventions after testing in year one; that will hopefully have the best chance possible of positive results, these interventions should now be prototyped to ensure usability and scalability.

Accordingly, the Employment Hub is recruiting a dynamic, well-organized Assessor with excellent communication and data entry skills to help in communicating and recording communications with project beneficiaries. The two key tasks that will be assigned to this person are (1) managing all SMS communications with beneficiaries using an application-based messaging tool called “Text-it” and (2) conducting beneficiary follow-up (phone call) 6 weeks after their initial interview to track employment outcomes.

Scope of Work:

A. the Assessor will mainly be working to deliver the SMS communications for three main interventions (below) to the project targeted beneficiaries using -Text it- tool. As part of this task, the Assessor must ensure all communications are conducted in a timely and accurate manner suing the Text-it messaging workflow specific to the below interventions

1) Cash Intervention

2) Psychological Intervention

3) Information Intervention

B. the Assessor will be responsible for managing the data that comes into the system and possibly conducting simple reporting

C. the Assessor will be responsible for importing beneficiary data from CommCare into the Text-it tool on a weekly basis and sorting the data into the relevant Text-it intervention groups.

D. the Assessor will be responsible for calling beneficiaries on a rolling basis (6 weeks after the date of their intake) to report on whether or not they were employed. The Assessor will enter this information on an application on their tablet called “CommCare.”

D. the Assessor makes frequent contact with the list of selected beneficiaries with considerable communication ability to explain, clarify and respond to the beneficiaries’ inquiries and feedback.

E. the Assessor serves as a member of Project Match team, and performs other similar or related duties as required or as situation dictates.

Deliverables Schedule:

1)Cash Intervention:

i.Every week, Assessor sends a cash charge notification message upon recharge of the ATM cards for beneficiaries assigned to the cash intervention.

2)Psychological Intervention:

i.Every Thursday morning, Assessor sends a message to remind the beneficiaries assigned to the psychological intervention to send in their achieved goals for the week

ii.Every Thursday evening, Assessor sends a message in response to the job search goals submitted by the beneficiaries assigned to the psychological intervention

3)Information Intervention

i.On a case by case basis, Assessor sends a message that contains a YouTube link to an informational video to the beneficiaries assigned to the informational intervention the day after they complete intake with us

4) 6-week phone call follow-up:

i. On a rolling basis that is after 6 weeks of each beneficiary’s intake date Assessor calls the beneficiary to check and report on whether or not the person got employed.


Qualifications


Period of Performance:

The Assessor is expected to work with Project Match starting from the month of February 2019 until end of December2019.

Place of Performance:

Administrative work can be performed either in the IRC Jordan Country Office or remotely

Payment Terms:

The Assessor will be eligible for 20 JDs per day.

Reporting:
The Assessor will work with the Cash Senior Officer and if necessary supported by Research Specialist.
