UNOPS is a subsidiary organ established by UN General Assembly decision 48/501 of 19 September 1994 as a central resource for the UN system in procurement, contracts management and other capacity development activities. It was also designed to provide value in delivering efficient, cost-effective services to partners in its specialized areas. UNOPS is committed to providing advisory, implementation and transactional support services in sustainable project management, infrastructure and procurement. UNOPS is particularly proud of assisting its partners as fund manager of multidonor-funded programmes by providing loan and grant issuance services, administration and supervision.

Since January 2018, UNOPS has taken over the management of DFID’s four-year Somali Security and Justice Program (SSJP) in Somalia. This Programme is already over a year into operations. However, an August 2017 review suggested that the Programme has been performing less than satisfactorily with no visible results from justice sector support. For a proper management, UNOPS needs to reconfigure the Programme to drive better results and achieve the Programme’s desired outcomes:

1)       Deepening support to stabilization in southern and central Somalia by focusing on urban areas.

2)       Establishing the political and financial foundations for the sustainable development of state security and justice institutions.

 Thus, the objectives sought by the Programme are the following:

1)       Re-establish basic policing and justice functions in key urban areas.

2)       Improve access to justice for communities in a manner, which complements our support to police development in states;

3)       Strengthen financial management and accountability within the security sector at both federal and sub-national levels;

4)       Build more effective strategic direction in the security and justice sectors, including through support to the development of federal and sub-national policing and justice policy and legislation; and,

5)       Build a more responsive and accountable approach to the provision of security and justice, including through the development of community partnerships.


Functional Responsibilities

UNOPS seeks the services of a consultant aware of and experienced with the context in Somalia that contributes advice, research, analytical, stakeholder management and programmatic operational support for the implementation of the Programme, the continuous iterative adaptation of the Programme’s conceptual and operational framework, and the strengthening of partnerships with donors and stakeholders.

Purpose and Responsibilities

As part of SSJP´s Technical Advisory Board, under the guidance of the Programme Manager, and in close collaboration with the rest of the core technical team, the consultant will contribute to the strategic implementation of SSJP, e analysisand advice as well as programme operational support to the SSJP) as required for the Programme to achieve the intended outcomes. With the aim of strengthening the foundation of the partnerships with DFID, the Somali Government, and other international, national, and local stakeholders, the duties and responsibilities of this consultancy position are the following:

Programme Support:

a)       Support the Programme Manger (PM) refining and continuously adapt the conceptual framework and approach of the Programme

b)      Contribute and support the PM in providing conceptual inputs and assistance to inform and regularly update a Governance Action and Accountability Model (GAAM), the risk log, the Programme’s log-frame, Theory of Change, and knowledge management plan;

c)       Contribute and support the PM with regards to the PDIA (problem driven iterative adaptation) approach;

d)      Contribute and support the PM to the development of the GAAM for the Somali Security and Justice sector with existing implementing partners and other SSJP actors to underpin and inform the SSJP log-frame revision, and to enhance the understanding of UNOPS and its value-added proposition;

e)       Support and assist the PM in managing and updating the risk log identifying risk probability, impact, and management measures;

f)        Support the programme with the development of a knowledge management plan through consultative meetings with stakeholders to determine priority information needs;

g)      Draft, review, customise, and coordinate and ensure the quality, consistency and appropriateness of proposals, reports, presentations, briefings, speaking points and all other written material as required.

h)       Actively assist and support in strategy development meetings with DFID, the Implementing Partners, and other international, national, and local stakeholders;

i)         Contribute to the development of new partnerships;

j)         Actively contribute to DFID´s programme reviews of SSJP and support the PM in organizing review events and reports.;

k)       Analyse, extract and display relevant data.

Operational Support:

a)       Serve as UNOPS focal point and liaison vis-à-vis DFID and SSJP for all operational matters concerning the SSJP TAB (Technical Advisory Board);

b)      Support the PM with the clearance of all UNOPS internal processes.

c)       Support the PM in developing and refining ToRs and as well, as managing internal recruitment and procurement process and signing of MoU/agreements with Service providers.

d)       Support the PM with revision of  log-frame for SSJP when required

e)       Coordinate with the SSJP team, and support the PM with the response and preparation of required internal and external technical documentation as per UNOPS guidelines;

f)        Contribute conceptual thinking for the development of a monitoring and evaluation plan and reporting framework, as well as a communications plan for the Programme as per UNOPS guidelines;

g)      Coordinate with the Programme team in establishing Work Plans, develop Narrative report templates, and compile donor and internal technical reports as per UNOPS guidelines.

l)         Convene SSJP implementing partners and stakeholders in consultations – through the Informal Security and Justice Network or formal consultation workshops and settings Organise consultation workshops – in Somalia or Kenya - and coordinate the required logistics with the relevant UNOPS personnel–

h)       Advise the PM on potential operational solutions as required.


Education

  • Advanced University Degree (Masters) in Project Management, International Development, Social Studies, Economics, Humanitarian Affairs or other relevant discipline.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience  in Project Management, International Development, Social Studies, Economics, Humanitarian Affairs or other relevant discipline may be accepted in lieu of the advance university degree.

Experience

  • A minimum of 5 years of relevant experience including experience in partnerships, project management or communication is required.

  • Experience working in a conflict or post-conflict environment is desired.  Regional experience would be considered a strong asset.
  • Previous work experience in a hardship duty station is highly desirable.
  • Knowledge on UN rules and procedures for programme management is preferred.
  • Understanding of conflict theories and context, as well as knowledge of Somalia’s security sector reform and political context is desirable.

Languages

Fluent working knowledge of English is required.
