Job Description

Scope:

Working under the supervision and guidance of the Deputy Director - Programs (Kenya) the position provides technical oversight in the development and implementation of protection and governance programming in IRC Kenya. The Protection Manager will lead the protection team in implementing all protection related activities across the country program. The protection program comprises a number of projects which include protection of urban refugees and other forced migrants, safe programming andclient responsiveness and GOK policy reviews related to refugees and other forced migrants. The post holder also plays a critical role in governance related programming embedded in service delivery and livelihoods programming, advocacy as well as awareness raising. In undertaking the above, the Protection Manager will ensure strong coordination and collaboration with the relevant GOK departments, implementing partners and relevant key stake holders. The Protection Manager will also ensure the protection program is integrated into other IRC Kenya sectors like livelihoods, women protection and empowerment and health programs.

Purpose of the Role

While leading the protection team and working with other partners, the manager will ensure adequate participation, appropriate delivery, and sustained impact of all protection and governance interventions which are under power and safety outcomes under the 2020 SAP IP. This position will support all aspects of technical design, implementation, monitoring and evaluation of the protection activities; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving progamme quality.

Key Responsibilities: 

Programme:

  • Overall responsibility for the management of the IRC’s PRoL programming in Kenya, with an emphasis on program scale up and implementation while ensuring high program quality and alignment with the IRC Kenya SAP (Strategy Action Plan) and the IRC’s Outcomes and Evidence Framework (OEF).
  • Oversee the technical aspects of the implementation and coordination of PRoL programs, including legal, protection monitoring, information dissemination, community based protection and protection mainstreaming.
  • Support the client responsiveness approach in liaison with the client responsiveness staff and the client responsiveness technical specialist.
  • Create and execute systems (work plans, spending plans etc) to ensure that set deadlines are met and targets achieved
  • Supervise and mentor the protection and safe programming officers towards achievement of goals
  • Work closely with the protection team to undertake data collection, analysis and presentation of findings to inform on design of sustainable protection programming strategies and approaches.
  • Participate in the development of new proposals, budgets and concept notes in coordination with the Deputy Director Programs and Deputy Director Grants and Accountability.
  • Provide necessary technical expertise to the protection team in all protection related activities and where appropriate, to other IRC programmes.
  • Conduct regular field visits, supervision and monitoring of all protection related activities to ensure quality implementation
  • Take direct lead in planning of protection interventions in collaboration with the Field Managers and other technical program leads.
  • Support the Deputy Director Program in durable solutions initiatives such as ReDSS Initiative (Regional Durable Solutions Secretariat) among others.
  • Work closely with the East Africa Technical Advisor Governance and Regional Advocacy Advisor in articulating and implementing an advocacy vision for the Kenya program which includes an advocacy framework for refugees and governance framework for various sectors the country program is engaged in for citizens engagement in demand driven service delivery. 

Grants Management and Reporting:

  • Oversee PRoL program budgets, budget forecasts, work plans, spending and procurement plans while ensuring appropriate and timely spending of grants.
  • Implement accountability mechanisms and track compliance with donor and IRC financial guidelines and policies.
  • Report on the progress of all protection activities highlighting any anticipated programme delays and proposing solutions in order to meet deadlines.
  • Produce initial drafts of all protection, client responsiveness and advocacy related donor reports and support the Grants unit in finalizing the same before submission to the donor.
  • Support the use of global technical resources to promote program quality and holistic approaches, including the use of Protection Mainstreaming Monitoring and Evaluation System (ProMMS) and STEP tools
  • Contribute in compiling study and assessment reports including technical reviews of the same when called upon
  • Contribute in the design of M&E tools and implementation of the same in all protection, client responsiveness and advocacy related activities. 

Capacity Building & Human Resource Management:

  • Directly manage, supervise and mentor protection program staff and build their capacity to improve their range of capabilities related to the protection program and its activities.
  • Ensure that all performance evaluations for relevant direct reports are conducted on time, and reviewed to ensure quality and consistency.
  • Support in identifying training needs for program support staff members and make appropriate recommendations to the DDP, DDO, DDGA and the CD.
  • Ensure that administrative matters that relate to the role  are carried out in accordance with IRC HR and administration policies;
  • Support efforts that will ensure that IRC staff comply with the IRC Code of Conduct/IRC WAY and other relevant policies pertaining to staff conduct. 

Coordination and Collaboration:

  • Liaise directly with communities, local institutions and local authorities on Protection and advocacy related issues as well as other agencies to ensure coordination and effective implementation of activities.
  • Establish strong relationships with implementing partners and other stakeholders to ensure smooth implementation of program activities
  • Represent IRC in all Protection and advocacy coordination forums as necessary.
  • Working with the relevant persons, ensure that partners (sub grantees) are supported and are on track with program activities at all times (as per set work plans)
  • Work closely with Technical Advisor Protection and Rule of Law and Technical Advisor Governance and Regional Advocacy Advisor. 

Representation / Communications

  • Represent IRC in external engagements with GoK (at national and county levels), UN-Agencies, strategic partners and other key stakeholders;
  • Coordinate IRC program activities with relevant officials and other humanitarian agencies;
  • Assist in the preparation of regular update reports to keep partners and stakeholders abreast of IRC’s activities; 

Security

  • With support from the Security Manager monitor the security situation and development in IRC operational areas  with implications for staff safety and for program implementation;
  • Oversee implementation of the IRC Kenya Security Management Plan where applicable.

Qualifications

  • Bachelors’ degree in law, social science, community development, humanities or related degree. Master’s degree preferred
  • Minimum 5 years of refugee protection programming required (experience with an NGO preferred).

Required Experience & Competencies

  • Proven practical experience in Protection program design, implementation, and M&E.
  • Proven practical experience in developing and using community participatory approaches in design and implementation of Protection programs.
  • Experience working with community groups, community engagement and negotiation
  • Experience of working on issues related to human trafficking and smuggling desirable.
  • Experience of working with forced migrants is required..
  • Experience of working on government policies and laws desirable.
  • Proven experience in governance programming such as working with GOK, county governments, devolution processes for increased demand and improved service delivery is desirable.
  • Proven practical experience in partnership/stakeholder engagement and management
  • Ability to work and adapt under pressure.
  • Excellent oral and written communication skills.
  • Strong organizational and interpersonal skills.
  • Computer literate (word processing, spreadsheets, databases, and statistical packages, etc)
  • Fluent in English and Kiswahili.
