Your team

The Network Management Directorate (NMD) coordinates network management functions relating to network planning and operations and to the pan-European deployment of operational and technical improvements including SESAR-related improvements. It provides support to deployment activities, the management of network operations and to related network technical systems. In addition, NMD delivers ANSP/FAB support services and ATM Training and it monitors the network management contribution to the performance targets of SES.


Within NMD, the core activities of Surveillance Services (SRS) are: SRS, surveillance products and services, surveillance data processing, tracking, ATM suRveillance Tracker And Server (ARTAS), air situation picture, Surveillance Analysis Support System for ATC-Centre (SASS-C), surveillance infrastructure performance verification (VERIF), surveillance performance prediction (PREDICT), Surveillance Data Distribution System (SDDS), RRR (Radar Recording and Reply) and RSA (Radar Sharing Agreement).


ARTAS is the concept behind a Europe-wide distributed surveillance data processing system (SDPS) capable of processing all surveillance data reports (classical radar, Mode-S, WAM and ADS) in order to provide its users with the best estimate of the current air traffic situation.

Your role

The successful candidate will perform the following tasks under the responsibility of their superior:



  • To provide assistance to the CAMOS team:

    • To install and configure ARTAS servers;

    • To provide maintenance of the ARTAS development environment;

    • To create and provide maintenance of Virtual Machines (KVM (Kernel-based Virtual Machine) or Docker) to be used as ARTAS development and testing environments;

    • To provide technical support to the members of the CAMOS and ARTAS teams on activities related to the previous point;

    • To provide help desk support including processing ARTAS trouble reports and change proposals;

    • To develop small/medium prototypes to evaluate ideas and solutions to enhance the Man Machine System (MMS) and (RBR (Router Bridge)) ARTAS CSCIs (Computer Software Configuration Item);



  • To provide CAMOS support to the ARTAS community on ASTERIX (All-purpose Structured EUROCONTROL Surveillance Information Exchange) issues;

  • To provide CAMOS support to the ARTAS community on system application aspects related to the ARTAS BASIC component;

  • To provide CAMOS support to the ARTAS community on system application aspects related to the ARTAS MMS (client/server);

  • To provide CAMOS support to the ARTAS community for system application aspects related to the ARTAS RBR (limited to Input/Output functionalities);

  • To assist the ARTAS documentation manager in the maintenance and enhancement of documentation processes related to the production of ARTAS documentation set of any ARTAS release;

  • To perform any other task in line with the main purpose of the job.

Required qualifications, experience & competencies


  • A level of post-secondary education attested by a diploma (i.e. bachelor degree or similar), or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least 3 years, or where justified in the interest of the service, professional training or professional experience of an equivalent level. Degree in computer science or equivalent.

  • In addition to the above, a minimum of 3 years of relevant professional experience of which at least 2 years as software developer in Phyton, C++, Java and scripting

  • Experience as Linux administrator

  • Experience with network design at LAN level and WAN routing protocols

  • Experience with network application

  • Experience in developing Java applications

  • Experience as software developer in ADA would be considered an advantage

  • Experience in developing ASTERIX applications would be considered an advantage

  • Experience with surveillance data processing systems; knowledge of ARTAS and its relevant procedures would be considered an advantage

  • Experience in the domain of surveillance data processing techniques including Radar, Mode-S, ADS-B/C, Surface Movement and WAM technologies would be considered an advantage

  • Experience of software and documentation factory acceptance testing, verification and validation techniques would be considered an advantage

  • English drafting skills (technical reports)

  • The working languages of the Agency are English and French. For this particular post, thorough knowledge of English (oral/written) and basic knowledge of French are required.

  • An initial selection will be made by a Selection Board on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.

  • The selected candidate will be offered a contract of 3 Year pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed. Before being established in the post, he/she will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.

  • The successful candidate shall be appointed in principle at the basic grade of the advertised grades.
