Your team

Within the "Network Management Directorate", the OPS Performance Plan Service is responsible to facilitate, in response to the requirements of SES II and in partnership with all ATM actors, the design, planning and deployment of operational improvement measures for the European ATM network that will meet European-wide agreed targets.

Your role


  • To lead ATFCM Strategic planning activities for the preparation of the forthcoming season and events in view of ensuring network performance, and to ensure smooth transition from planning into operations.

  • To lead and perform the operational assessment of major projects and/or capacity issues at network and local levels, and to conduct the analysis and validation of the results.

  • Based on operational assessment, to coordinate the development of proposals to improve the European performance through optimum performance solutions at local and network level.

  • To coordinate activities with the various stakeholders (NM OPS, other NM divisions, ANSPs, airlines, etc), and ensure effective and timely communication via presentations, briefings, e-mails, meetings, NOP Portal, One Sky Online and other means as necessary.

  • To organise and chair internal and external meetings/workshops/taskforces in view of improving the planning of the forthcoming season and planned events, the network performance, and the coordination between all actors, as necessary.

  • To perform any other task in line with the main purpose of the job.

Required qualifications, experience & competencies


  • Completed university studies of at least 4 years in an ATM relevant domain, or 3 years with at least 1 year of relevant working experience, or professional training of an equivalent level.

  • In addition to the above, a minimum of 4 years’ relevant professional experience.

  • Internal candidates who do not meet the required level of education must justify appropriate professional experience within the Agency structure.  Internal candidates should check on the intranet what level of in-house experience is required to compensate for any lack of educational qualifications.

  • Operational experience working for an ANSP or NM.

  • Experience in ATFCM, strategic planning, implementation of major projects

  • Experience or knowledge of capacity planning and airspace design

  • Experience in activities related to the impact assessment of various projects (i.e. implementation of new OPS system, airspace design, special events, etc) including the use of dedicated tools.

  • Project management and presentation skills.

  • Analytical thinking: Analyses information and identifies relationships.

  • Influencing: Tailors style and approach to impact others.

  • Networking: Maintains and expands effective networks.

  • Planning & Organising: Plans ahead and adapts as required.

  • Teamwork: Fosters teamwork.

  • The working languages of the Agency are English and French. For this particular post, a thorough knowledge of English and satisfactory knowledge of French to the extent necessary to perform the described duties are required.

  • Applications will be accepted from nationals of EUROCONTROL Member States only. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

  • This is an appointment for a determined period of 5 Year(s). It could be extended up to a maximum of 7 years or converted into an undetermined contract. Before being established in the post, the external candidate will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.

  • Internal candidates appointed to an established post or for an undetermined period: If successful, the person will maintain his/her current type of appointment yet be selected to fill this position under the conditions set above (determined period). At the end of this limited-term appointment, he/she will be transferred to the type of post and grade corresponding to the one he/she held before the determined appointment.

  • Internal candidates appointed for determined period: If successful, the person will continue his/her current type of appointment if compliant with duration limits laid down in Annex X of the Staff Regulations/General Conditions of Employment.

  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
