Your team

Within the Network Management Directorate, Operations Planning facilitates, in response to the requirements of SES II and in partnership with all ATM actors, the design, planning and deployment of operational improvement measures for the European ATM network that will meet European-wide agreed targets.

 

Your role

Your role will be to:




    • lead the capacity assessment of major projects at network, regional, FAB and local levels;

 

    • conduct the analysis and validation of the results of the capacity assessment of major projects;

 

    • coordinate the development of proposals resulting in optimum solutions at network level to improve the European capacity performance;

 

    • ensure the integration of major projects into the European Network Operations Plan and into the Transition Plan for major projects in Europe including their expected capacity impact and proposed network solutions;

 

    • coordinate with various stakeholders (OPS, ANSPs, airlines, etc.) to:

 

    •     collect contributions for the implementation of major projects in Europe

 

    •     obtain commitment for optimum network solutions proposed

 

    •     ensure a smooth transition plan for major projects in operations.

 

    • contribute to the capacity planning work of the Unit; participate to the deployment of a dynamic capacity planning process and support the development of local/network capacity measures;

 

    • coordinate and provide input to the European Network Operations Report (monthly and yearly) in line with the measures planned to achieve the performance targets;

 

    • provide advice to the Head of Unit on the development of the network assessment and capacity planning methodologies as required;

 

    • perform any other task in line with the main purpose of the job.

 

Required qualifications, experience & competencies

 

    • Completed university studies of at least three years in a relevant ATM domain attested by a diploma. A Master’s degree would be an asset.

 

 

    • In addition to the above, a minimum of 3 years’ relevant professional experience.

 

    • Experience in carrying out impact assessments or activities related to the impact assessment of projects.

 

    • Experience in or understanding of airspace capacity planning, including planning tools (NEST/DDR) and data.

 

    • Knowledge or understanding of ATFCM, strategic planning, airspace design, and validation techniques.

 

    • Project management and presentation skills.

 

    • Analytical thinking: Analyses information and identifies relationships

 

    • Influencing: Tailors style and approach to impact others

 

    • Networking: Maintains and expands effective networks

 

    • Communication: Fosters two-way communication

 

    • Planning & Organising Plans ahead and adapts as required

    • The working languages of the Agency are English and French. For this particular post, a thorough knowledge of English (written/oral) and satisfactory knowledge of French to the extent necessary to perform the described duties are required.

    • Applications will be accepted from nationals of EUROCONTROL Member States only. At the closing date of the notice of competition, internal candidates must have completed their probationary period.

 

    • This is an appointment for a determined period of 5 Year(s). It could be extended up to a maximum of 7 years or converted into an undetermined contract. Before being established in the post, the external candidate will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.

 

    • Internal candidates appointed to an established post or for an undetermined period: If successful, the person will maintain his/her current type of appointment yet be selected to fill this position under the conditions set above (determined period). At the end of this limited-term appointment, he/she will be transferred to the type of post and grade corresponding to the one he/she held before the determined appointment.

 

    • Internal candidates appointed for determined period: If successful, the person will continue his/her current type of appointment if compliant with duration limits laid down in Annex X of the Staff Regulations/General Conditions of Employment.

 

    • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
