Your team
Within the Network Management Directorate, Operations Planning facilitates, in response to the requirements of SES II and in partnership with all ATM actors, the design, planning and deployment of operational improvement measures for the European ATM network that will meet European-wide agreed targets.
Your role
Your role will be to:
- coordinate the development of network, regional, FAB and TMA airspace projects to contribute to the achievement of network operational performance targets;
- conduct the analysis and validations of route network and free route airspace utilisation rules and availability to allow safe and efficient implementation;
- produce regular and ad-hoc airspace design and utilisation scenarios to address on-going or ad-hoc crisis situations as well as their impact on operational performance;
- integrate the airspace design and utilisation solutions for on-going or ad-hoc crisis situations into the overall European ATM network to ensure network connectivity and interoperability;
- contribute to the development of the European Route Network Improvement Plan as to ensure the integration of all the Free Route Airspace (FRA) and sub-regional airspace projects;
- provide inputs in response to related SES II requirements and future SES evolutions as support to the development of performance indicators and targets;
- coordinate with the various stakeholders (OPS, ANSP’s, airlines, etc.) to collect contributions as support to airspace design activities and airspace design and utilisation solutions for on-going or ad-hoc crisis situations;
- provide advice to the Head of Unit on the development of flight efficiency indicators and methodologies;
- perform any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completed university studies of at least three years in a relevant ATM domain attested by a diploma. A Master’s degree would be an asset.
- Internal candidates who do not meet the required level of education must justify appropriate professional experience within the Agency structure. Internal candidates should check on the intranet what level of in-house experience is required to compensate for any lack of educational qualifications.
- In addition to the above, a minimum of 3 years’ relevant professional experience.
- Experience in activities related to the development of ATM procedures and processes.
- Experience in or understanding of airspace design, including planning tools (NEST/DDR) and data.
- Knowledge or understanding of Functional Airspace Blocks, Free Route Airspace and airspace simulation validation techniques.

- The working languages of the Agency are English and French. For this particular post, a thorough knowledge of English (written/oral) and satisfactory knowledge of French to the extent necessary to perform the described duties are required.

- Applications will be accepted from nationals of EUROCONTROL Member States only. At the closing date of the notice of competition, internal candidates must have completed their probationary period.
- This is an appointment for a determined period of 5 Year(s). It could be extended up to a maximum of 7 years or converted into an undetermined contract. Before being established in the post, the external candidate will be required to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
- Internal candidates appointed to an established post or for an undetermined period: If successful, the person will maintain his/her current type of appointment yet be selected to fill this position under the conditions set above (determined period). At the end of this limited-term appointment, he/she will be transferred to the type of post and grade corresponding to the one he/she held before the determined appointment.
- Internal candidates appointed for determined period: If successful, the person will continue his/her current type of appointment if compliant with duration limits laid down in Annex X of the Staff Regulations/General Conditions of Employment.
- The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
