Tender Security Management Trainings and Services

Introduction

We Effect (formerly Swedish Cooperative Centre) was founded in 1958 to strengthen member-based and democratic organisations’ ability to enable men and women to improve their living conditions, defend their rights and contribute to a just society.

We Effects vision is a sustainable and just world free from poverty.

We Effect works in 25 countries in Asia, Eastern Europe, Latin America and Africa, with the head office in Sweden, and employs around 250 staff. We work through our regional offices in partnership with local CSO, farmer organisations, cooperative federations and other democratic organisations.

We Effect work in two thematic areas: Sustainable rural development and adequate housing. The target groups for our work are local partner organisations and their existing and potential members. Partner organisations include farmer organisations, housing cooperatives, and savings and credit association. Strategic partnerships are established with expert organisations involved in human rights, academia and advocacy.

This tender also includes the organization Vi Agroforestry (Vi-skogen) which operates in Eastern Africa. Vi Agroforestry is sharing offices, administration and staff with We Effect both in the region and at the head office.

Security trainings and services

We Effect and Vi Agroforestry invite tenders for the provision of a framework agreement for security trainings and services for the global organizations. The agreement will cover 12 months with the possibility of an extension, subject to satisfactory performance.

We Effect’s and Vi Agroforestry’s objectives for this tender process is to secure a high-quality provider of security trainings and services to support and strengthen the organization’s management of safety and security issues.

The services will consist of:

• Security management trainings in all regions
• Personal safety and security trainings
• Crisis management trainings
• Professional advice
• Short-term consultancy assignments.

Professional advice is to be provided by telephone, e-mail or in person and will be available for managers with overall responsibility for safety and security at Head Office and Regional Offices.

The short-term consultancy assignments will be requested through the Framework Agreement. Professional fee is paid as agreed in the Framework Agreement.

Evaluation criteria

Tenders will be evaluated in relation to the following evaluation criteria:

• Full registration with the in country professional body;
• Experience (references) and expertise of the company in providing security trainings and services in the aid development and/or humanitarian sector
• Experience in working in the regions where We Effect operates
• Ability to provide the full range of services required
• Ability of the company to “add value”.

Tenders

Tenders shall consist of

• Company profile (clearly stating full contact details, physical address and telephone lines) including a short presentation of staff,
• Certificate of incorporation or registration;
• VAT registration and tax clearance certificates
• Company references that show previous experience of providing security trainings and services in the past three years.

The financial proposal shall include

• An hourly fee rate for short-term assignments and professional advise
• in SEK (excluding VAT)
• The fee in SEK (excluding VAT) for running different security trainings, for example a three-day security management training
