1.     Organizational Context
 
 

a.     Organizational Setting

 

The position is located in the Hague IS Division, Hague Registry, Brands and Designs Sector.  The Hague System is based on the Hague Agreement Concerning the International Registration of Industrial Designs that allows users to seek protection for their industrial designs in the various Contracting Parties by means of a single application filed directly with WIPO's International Bureau, and to subsequently manage those rights under a single title, recorded centrally in the International Register.  The Hague Agreement is constituted by the Geneva Act of July 2, 1999 (the "1999 Act") and the Hague Act of November 28, 1960 (the "1960 Act").

 

 

b.    Purpose Statement

 

Hague IS Division is responsible for providing logistical, operational and Information and Communications Technology (ICT) development and support services for the Hague Registry.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director, Hague IS Division.

  

2.      Duties and Responsibilities
 
The incumbent will perform the following principal duties\:
 
a.   Design and lead the further software development of the Hague IT system, making use of appropriate technological advances, ensuring that programming standards, controls and security mechanisms are established and maintained.
 
b.   Oversee and manage the operation and daily maintenance of the Hague back office application, in particular, with regard to internal staff and external provider(s), confirming detailed specification setting, overseeing testing of delivered components and managing development and production workflows.
 
c.   Identify the need for new systems or components, and conduct feasibility studies, especially for integration with systems inside and outside of the Division.
 
d.   Manage the secure exchange of data with external customers, including the provision of technical advice.
 
e.   Lead and maintain complete system documentation and technical operating procedures.
 
f.    Provide advice and support to the Director of the Hague IS Division on relevant technical issues.
 
g.   Perform other duties as required.
 
 
3.      Requirements
 
 
Education (Essential)
Advanced university degree in Information Technology. A first-level degree plus an additional two years of professional experience may be accepted in lieu of the advanced university degree.
 
Experience (Essential)
At least seven years of relevant professional experience. Excellent knowledge of web-based application software development, including design and architecture of interactive web-based applications, micros-service based architectures, cloud based infrastructure, containerization and other related technologies.
Extensive knowledge of JavaScript, Java, SQL, XML.
Good knowledge of data analysis and modeling and experience with large database systems including Oracle or similar products.
 
Experience (Desirable)
Experience in agile/iterative development for web applications, as well as cloud hosting and CI/CD pipeline (DevOps).
 
Language (Essential)
Excellent written and spoken knowledge of English.
 
Language (Desirable)
Ability to work in another official UN language.

5. Information
 
Annual salary\:
 
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2019 rate of 70.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations (not applicable for the External Offices).

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
