The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




Country Office Background:

NRC has operated in Jordan since 2012 delivering services to refugees living in host communities and camps as well as vulnerable Jordanians.  The organization provides assistance across NRC’s five core competencies: Education; Youth; Shelter & Wash; ICLA; and Livelihoods in central and northern Jordan. NRC is an active advocate for refugee rights and actively works to provide data driven and field based information to inform policy and operational decisions across the humanitarian response and the durable solution spectrum. NRC Jordan is an active member of key coordination bodies in Jordan and regionally through its collaboration with the NRC Syria Office and NRC regional office based in Amman. 

Position Description: 

The Humanitarian Policy Advisor provides overall leadership, management and strategic direction to NRC’s policy & advocacy work in Jordan. S/he is responsible for identifying priority concerns for policy change, strengthening the incorporation of protection into all aspects of NRC’s activities and guiding NRC’s policy guidance to promote an improved protection and humanitarian response environment in Jordan. 

Specific responsibilities related to this position include:

  • Lead coordination on policy guidance for durable solutions, including returns, ensuring NRC’s position is in line with global standards and responsive to the needs of the beneficiaries. Actively liaise with NRC SRO and Syria office. 
  • Based on the findings and relevant policy guidance produced, work with the country management group and program team to ensure the implementation of a strong, data – driven and measurable advocacy for protectionplan for the country program.
  • When relevant, actively support the PM and Specialists in the implementation of the plan through direct engagement with stakeholders; research support; media work and other relevant advocacy methods. 
  • Support the Head of Program and program teams in ensuring that protection is at the core of NRC’s strategy and core competency programming. 
  • In coordination with the M&E unit ensure protection trends on priority areas of concern are monitored and analysed and policy guidance produced. If relevant complement in – house data with commissioned academic or policy research by external parties
  • Act as technical advisor on protection issues to program staff and act as focal point for regional and global protection initiatives. 
  • Represent NRC and the Country Director in key advocacy/protection/durable solutions coordination fora and policy discussion platforms 
  • Upon request from the Country Director support regional protection/advocacy initiatives.
