UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region. 

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

The Survey Engineer is responsible for topographic survey and all related duties in an infrastructure project that entails the construction of roads network, substantive civil works, and the associated drainage, electrical and mechanical works, if needed. The Survey Engineer is responsible for the day-to-day operations of survey works in the project and shall provide services to the project team. 

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS, while contributing to organization’s performance and delivery goals.  

Functional Responsibilities

The Survey Engineer will report directly to the Project Manager (PM) in full coordination with the road engineer and other projects team. Under the guidance and direct supervision of the PM, the Survey Engineer shall provide his/her technical expertise as required to manage and coordinate any tasks assigned works.

The Survey Engineer shall be responsible for submitting high quality estimation of quantities, documentation and site works that are carried out on time. 

Specifically, the Survey Engineer shall be responsible for the following substantive tasks:

Technical task:

  • Support the PM, project engineers and team members in planning, scheduling of tasks and developing integrated construction documentation;
  • When requested, review the shop drawings and submittals of the Road profile submitted by the contractor;
  • When requested, review the preliminary cost estimates for the project;
  •  Support site inspections and assessments and prepare subsequent comments and reports;
  • Document the positioning of all fittings / thrust blocks in the drawings and maintain accurate records for utilizing the data to generate As-Built drawings;
  • When requested, prepare and maintain sketches, maps, reports, and legal descriptions of surveys in order to describe, certify, and assume liability for work performed;
  • Assist the PM in verifying the accuracy of survey data, including measurements and calculations conducted at survey sites;
  • Support/review surveys in order to establish legal boundaries for properties, based on legal deeds and titles;
  • Document the results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features;
  • Review the calculations of heights, depths, relative positions, property lines, and other characteristics of terrain;
  • Prepare preparation of all data, charts, plots, maps, records, and documents related to surveys;
  • Review the fixed points for use in making maps, using geodetic and engineering instruments;
  • Review the longitudes and latitudes of important features and boundaries in survey areas, using Total station and satellite-based global positioning systems (GPS);
  • Review the survey objectives and specifications survey submitted by the Contractor on site.

Administrative tasks:

  • Manage archiving of land surveying documents, quantity surveying and estimation related materials;
  • Assist in scheduling requested tasks related to quantity surveying;
  • Perform any other tasks as per the PM request.

Monitoring and Progress Controls

  • Active participation in weekly site progress meetings;
  • Active participation in periodical team meetings;
  • Maintaining, accurate, quality and completion documentation as identified in responsibilities above.

Education/Experience/Language requirements

  • Bachelor's degree in Surveying and Geomatics Engineering from a reputable University.
  • A professional or technical diploma with additional 2 years of relevant experience may be accepted in lieu of the education requirements outlined above.
  • A minimum of 4 years of progressively responsible experience, related to land survey is required.
  • A minimum of 2 years of experience, related of experience in road projects with demonstrated capacity to meet performance indicators, and deliver results preferably in an international development environment is required.
  • Proficient in the use of computers and office software packages (MS Word, Excel, Access, PowerPoint), quantity surveying/contract management software and experience in handling web-based management systems is required.
  • Knowledge and skills in using AutoCAD is required.
  • Knowledge of UNOPS/UN rules and regulations is preferred.
  • Fluency in Arabic language is required. Intermediate level of proficiency in English Language.

Certifications

  • Certification in AutoCAD is required
  • Membership to Professional recognized Engineering body/ Institution is required
  • Quantity surveying certification is desired.
