Directly reporting to the Head of Field Office or the designate, the Engineer is also subject to overall normative and technical direction by a Senior Engineer in relation to all matters of engineering services and construction activities.
This position will be located at the WFP Masvingo Field Office and requires the engagement of a competent engineer. The Engineer shall be able to demonstrate a strong competence with progressively responsible roles in one or more of the following engineering technologies: hydraulic engineering, competence in concrete and steel constructions/designs, water services; planning and programming engineering design or construction activities;watershed management approach, planning and programming engineering projects with rural community based interventions.
To provide construction, engineering, and watershed management expertise and contribute to the efficient delivery and quality outputs for Food Assistance for Assets implementation for the respective Field Office.
KEY ACCOUNTABILITIES (not all-inclusive)
Contribute to the implementation of WFP FFA Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations. In particular, provide technical guidance on development of work norms, safety and protection issues,implementation of watershed management in FFA sites.
Provide engineering and project monitoring oversight on FFA projects within the FO, applying best practises, ensuring adherence to acceptable standards and adherence to quality on innovative technologies.
Contribute towards the analysis of cooperating partner project proposals to enable effective decision making on project technical feasibility.
Prepare evidence based recommendations for senior staff on measures to improve WFP Field Office facilities suitability to operational purpose, safety, and efficiency of structures and equipment.
Provide technical guidance to cooperating partner engineers, inclusive of critical assessment of bills of quantity, cost variances that support a successful construction procurement process.
Participate in technical or design review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies, to facilitate implementation of innovative engineering solutions.
Support the capacity building of engineering staff from cooperating partners and WFP monitoring staff to facilitate the continued development and high performance of FFA activities. Develop engineer’s manual to be used as reference by CPs and WFP monitoring staff and plan for regular brownbag/refresher trainings sessions for CP engineers and WFP monitoring staff.
Establish and maintain partnerships with internal and external stakeholders ,especially district and provincial level stakeholders.
Contribute to Field Office preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
Maintain WFP Field office asset register,regulary conducting monitoring visits and updating the register and providing guidance to the Head of Field of Office and FFA Activity Manager on priority issues to ensure sustained functionality of assets. In addition, take lead in innovative monitoring initiatives like WFP AIMS.
Develop and regularly update Asset management committees(AMC) and project implementation committee(PIT) training manuals and develop simple infotechs for the committees on the assets. Provide training to cooperating partner engineers on AMC and PIT modules, and monitor training progress of the committees; regularly providing feedback to the Head of Field office.
Provide regular training to WFP, CP community and stakeholders on watershed level technologies and concepts in line with WFP programme guidance manual.

STANDARD MINIMUM QUALIFICATIONS
Education: University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status, or recognised equivalent by an appropriate national or international regulatory authority.
Language: Fluency (level C) in English language and Ndebele.
Experience: The Engineer should have at least 5 years experience as a Project Manager with focus in design and construction of rural community infrastructure inclusive of watershed level management.
The Engineer must have experience in construction and service contract management, including knowledge and experience of national construction contract law and environmental management issues;experience in conducting environmental impact assessments and using environmental checklists.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has worked effectively under supervision on a large number of varied design and construction projects and taken responsibility for work elements which have been assigned.
- Has attained advanced academic qualifications relevant to engineering.
- Has contributed to projects demonstrating knowledge of engineering specialisations in relation to construction of community assets including small dams, nutrition gardens, dip tanks ensuring safety standards at the sites, and considerations of watershed and environmental requirements.
