UNOPS SSOC will be implementing the South Sudan Safety Net Project (SSSNP), which is funded by the World Bank (WB) to address existing challenges of soaring levels of poverty, vulnerability, unemployment and idleness, particularly amongst youth. The project development objective is to provide access to income opportunities and temporary employment to the poor and vulnerable households and strengthen safety nets delivery systems.

SSSNP has three main components namely:

a.    public works plus including complementary activities like entrepreneurial skills, WASH trainings and early childhood development and nutrition messaging;

b.    Direct income support targeting HHs who are labour constrained;

c.     Strengthening safety net delivery systems;

The project will be targeting the most vulnerable segments of South Sudanese population aiming to be benefit in excess of 68 thousand beneficiary HH in more than 10 vulnerable locations across the country.

The incumbent will be responsible for managing and maintaining the biometric and MIS systems of the SSSNP project. S/he is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

  • To manage and develop the Biometric and MIS system and/or commission an appropriate alternative system in order to meet the Data and Information requirements of the SSSNP project;
  • Design, develop, test and deploy a web-based database (Biometric and MIS), based on open source software and other technology solutions (including mobile applications and GPS tools where appropriate), technical specifications, user and technical documentation. This should include definition of user roles and controlled access to respect data protection and confidentiality;
  • Develop Standard Operating Procedures (SOPs) for the biometric and MIS management and operations and train all staff and government officials on the SOPs;
  • To liaise with relevant internal and external stakeholders including the donor and the software developers to facilitate the smooth operation of the project’s Information Systems;
  • To carry out regular checks and development and lead on maintaining accurate, easily accessible and high quality data and information to relevant stakeholders at all times;
  • To further develop the MIS system and its reporting capability as a tool for the management of SSSNP project activities, ensuring data is accurate and triangulated across Data and Information Services systems;

  • To keep abreast of developments in funding methodologies, data protection legislation, recording and reporting systems to ensure statutory, regulatory, and key audit and operational issues related to the management of information are adhered to and communicated effectively;
  • Provide support for Biometric and MIS system functional, operational and technical issues;
  • Develop MIS process improvements for increased efficiency;
  • Maintain and support MIS activities;
  • Coordinate with cross-functional teams to resolve complex problems/issues;
  • Provide technical support to ensure that hardware and software systems are fully functional;
  • Manage security administration activities for MIS and biometric systems;
  • Create and generate reports in timely and accurate manner;
  • Conduct system training to appropriate staff on regular basis;
  • Manage system maintenance and security activities;
  • Train users on new applications and upgrades as well as provide technical support and capacity building on web-database development and maintenance to government staff;
  • To undertake any other such comparable duties (including any cover required), commensurate with the post;
  • Prepare a strategy and program of work for building project stakeholder information capacity for the MIS data.

Education

  • Masters' degree in management information systems or information technology or computer science or a related discipline is required.
  • Bachelor degree in management information systems or information technology or computer science or related discipline may be accepted with additional 2 years of relevant experience.

Experience

  • A minimum of 5 years experience of using Management Information Systems or Information Technology is required.
  • Experience of data systems, systems integration, reporting and data analysis preferably in cash programming and or food security context is an added advantage.
  • Experience designing and managing biometric, cash transfer and food security databases is desired.
  • Experience with Geographic Information Systems and Information Management Systems applications for monitoring of social development is desired.
  • Experience working in Africa or developing countries is an added advantage.
  • Skills in website design is required.

Languages

  • Fluency in written and oral English is essential.
