Nutrition Consultant

Introduction

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Fulfillment of nutritional requirements of elementary school children is essential in the development of qualified human resources. Children require sufficient nutritious food for the process of physical, cognitive and psychological development. Insufficient intake both in quality and quantity has negative consequences for growing and learning.

The Program Gizi Anak Sekolah (Progas) started in 2016 and continues in 2019. The purpose is to improve the nutrition status of elementary school children by providing healthy breakfasts, conducting nutrition education, and strengthening character building of the students through Clean and Healthy Living Education (Pendidikan Hidup Bersih dan Sehat or PHBS).

Healthy breakfasts are essential for child development. The aim is to minimize the number of school children who skip breakfast, and the menu composition should meet the nutrition need of the elementary school children by age group and gender. Menus should be simple, variative, easily prepared by the school cooking group, utilizing food available locally and meeting Progas’ budget allocation.

Purpose: to develop guidelines for nutritious local recipes for use in the Progas programme, taking into account age and gender of school children.

Specific aims:

  1. To improve knowledge of a variety of nutritious breakfast recipes nationwide 
  2. To improve knowledge and skills on calculating food materials needed for nutritious local breakfasts for elementary school children by age group and gender.
  3. To improve knowledge and skills on calculating nutrition value of local breakfast recipes
  4. To improve knowledge and skills in creating menus of nutritious local breakfasts using local food resources and meeting the taste of elementary school children nationwide.
  5. To improve knowledge and skills when selecting nutritious and fresh food materials
  6. To improve knowledge and skills in scooping and presenting a variety of nutritious local breakfast menus

ACCOUNTABILITIES/RESPONSIBILITIES:

Scope of the guideline:

  1. Developing nutritious local breakfast recipe for Progas
  2. Calculating nutritional values of nutritious local breakfast recipe for elementary school student by age group and gender and utilizing household measurement.
  3. Selecting and cooking nutritious food materials for nutritious local breakfast recipes.
  4. Scooping and presenting nutritious local breakfast meeting nutrition need of elementary school student by age group and gender.

Responsibilities

The incumbent will be responsible to lead the following:

  • Leading the process of developing nutritious local recipe guideline for Progas that meet the taste of elementary school children nationwide
    • Creating healthy breakfast recipes utilizing local food
    • Calculating nutritious local recipe breakfast of elementary school students by age group and gender and utilizing household measurement.
    • Selecting and cooking nutritious food materials for local breakfast.
    • Scooping and presenting nutritious local breakfast meeting nutrition need of elementary school student by age group and gender.
  • Lead the training process in developing nutritious local recipes and calculating nutritional values for the Progas team (WFP and Representative of Ministry Of Education).

COORDINATION:

The consultant shall work in close coordination with WFP, with informal updates and consultations taking place on a weekly basis. The consultant will lead the group of experts working on the guideline recipe creation, coordinating the work done by these experts and ensuring the overall activity and results as specified in the ToR. In addition to informal consultations, formal progress reports shall be submitted to WFP in line with the below schedule.

This consultancy is required to begin as soon as possible. The consultant will work from their own office and meet as required with WFP and counterparts in government.

BUDGET AND TERMS OF PAYMENT

The total estimated cost of the consultancy is USD 5,000.64.

  • 1st payment for the completion of 1st draft Recipe Guideline, which amounts 30% of the total cost, USD 1,500.19
  • 2nd payment for the completion of Recipe Guideline and Training conducted to Progas Team, which amounts 70% of the total cost, USD 3,500.45

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in nutrition, public health and medicine

Experience:

At least ten years of postgraduate progressively responsible professional experience in nutrition, public health and medicine or a closely related area. Experience in working in school nutrition and nutritious breakfast area, managing teams, budget and communications with donors is required.  Capacity development experience strongly preferred.

Knowledge & Skills:

Extensive knowledge of food security and nutrition concepts.
