Job organizational context:
The supply and logistics Associate reports to the Supply and Logistics Officer #106307 under the overall supervision of the Chief of OPS #104306 and works in close collaboration with all section, partners and field offices.

Purpose for the job:

Under supervision of the Supply and Logistics Officer and oversight of the Chief of OPS, the supply and logistics Associate, provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the country office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design. In additional to that, the supply and logistics Associate performs a variety of relatively complex duties from organizing distribution plans, conducting assessments, spot checks, physical counts and any related activity to the office
supply and logistics operations.
At the G-6 level, the below tasks are expected to be carried out with a high level of independence

Key function, accountabilities and related duties/tasks


Summary of key functions/accountabilities:
1. Assist and ensure timely and efficient supply and logistics support in the context of program emergency supplies and warehouse keeping for emergency program needs.
2. Assist in the preparation & monitoring of the supply and logistics plan in the field.
3. Organize all transportation of goods to the final destination / consignee in collaboration with the program responsible. Such as to fill and follow up all documents related to transportation to the consignee (waybills, delivery notes, etc....)
4. Assist in organizing and maintaining any stores/warehouses containing UNICEF stock. Provide timely stocks report and introduce needed data's in VISION. Record incoming and outgoing program supplies requisitions timely.
5. Support in the assessment of partners' warehouse, conduct spot checks and report to program sections and supply unit on findings and recommendations.
6. Support in the provision of supply & logistics trainings to partners whenever needed.
7, Extracts procurement and logistics information from UNICEF system records and summarizes for use by the program sections.
8. Receives supply requisitions, ensuring accuracy of specifications of items, and confirms availability of funds, obtaining additional information from the programme sections as necessary. Monitors assigned requisitions to ensure completion of procurement actions in a timely manner.
9. Obtains quotations, issues invitation to bids to approved and listed suppliers; arranges and participates in bid openings with the Supply and Logistics officer, compiles price tabulations with price ratings and recommendations for order placement, prepares CRC submissions for finalization by the Supply and Logistics officer.
10. Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
11. Maintains supplier database and files with full information, in accordance with UNICEF supply guidelines.
12. Prepares Direct Orders (Purchase Orders) against existing Long Term Arrangements (LTA) ensuring that the LTA has valid quantities and lead-time meets requirements.
13. Maintains purchase order/contract files with all required procurement documentation (POs, invoices, delivery receipts, payment requests, correspondence, etc).
14. Responsible for conducting local market surveys on ongoing basis.

IV. Impact of Results
The capacity of the Supply Associate to effectively and efficiently carry out the above duties contributes to the efficient planning, management and oversight of cost effective procurement, contracting, inventory, storage and delivery of supplies and related services directly impact on program delivery of goals and results. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results.

Recruitment Qualifications
Education:
Completion of secondary school education is required, with courses/certifications in business administration, supply chain management, procurement or logistics considered as an advantage.
Experience:
Minimum 6 years of progressively responsible administrative and/or supply-related work experience (procurement, supply or logistics) is required.
Language Requirements:
Fluency in English and local language of the duty station is required.
