Organizational Setting
 
The Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions (currently 60 percent of FAO’s budget) in support of the organization’s strategic priorities. PSR manages FAO’s relations with resource partners, strategically matching partners’ interests to those of the organization, and supports the negotiation of agreements.  It mounts marketing campaigns around global concerns, provides market and business intelligence and positioning services to management as well as resource mobilization capacity development opportunities to decentralized and headquarter offices. PSR also oversees global programme and project reporting to resource partners. It strives to assure the highest quality of development results, through providing project cycle oversight and support, and policy design for operational modalities and outsourcing.
 
Within PSR, the Marketing, Outreach and Reporting team (PSR2) plans and implements marketing campaigns around global concerns, to mobilize partners and for the achievement of the global goals in the 2030 Agenda for Sustainable Development. PSR2 provides services to decentralized and headquarter offices, such as market and business intelligence advisory, marketing and resource mobilization training, market positioning strategies and outreach campaign planning and management. It also manages the global programme and project reporting to resource partners, and ensures that reports are results- and customer-oriented.
 
Reporting Lines
 
Under the overall guidance of the Head of the Marketing, Outreach and Reporting Unit (PSR2 the consultant will report and work under the day to day supervision of the Programme Officer (Market Intelligence) on a day-to-day basis.
 
Technical Focus
 
The consultant will work in the technical fields of resource partner relations and the analysis of the international aid architecture, ODA trends and internal resources. Specifically, the consultant will be expected to deliver market positioning and business intelligence services in the fields of food security and agricultural development.
 
Tasks and responsibilities
 
The consultant will in particular\:
  • Conduct in-depth analysis of FAO’s voluntary contributions flows, identifying trends and patterns by resource partner, thematic areas, sector, etc.
  • Develop and prepare statistical products for dissemination of RM results such as the AIDmonitor Factsheets and Country Scorecards and update and maintain the statistics within the resource mobilization tools;
  • Provide quantitative and qualitative analysis on OECD dataset and FPMIS internal data;
  • Establish regional market analyses, including reports on least-developed countries, low-and middle-income countries, small island developing states and other specific country groups as needed;
  • Conduct extensive research of the resource partners’ priorities, policies and developmental strategies;
  • Examine and indicate legal frameworks for subsectors in analysis;
  • Support market intelligence activities with economic and policy framework analysis and resource partners’ priority research;
  • Arrange and prepare statistics, presentation and background information, briefs for sharing with Management, decentralized offices and resource partners;
  • Take on any other duties as required by the Head of PSR2.
 
 
 
 

 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in development studies, political science, economics, public policy, international relations or another relevant to the work of the organisation.
  • At least seven years of relevant experience in the analysis of aid streams and/or research of the political and economic environment of the multilateral development system.
  • Fluency (C level) in written and spoken English and working knowledge (B level) of a second UN language (French, Spanish, Arabic, Chinese or Russian) required.

Technical/Functional Skills
  • Knowledge of the global aid architecture and experience in related data analysis.
  • Work experience in more than one location or area of work; field experience or work experience in a bilateral donor agency an asset.
  • Understanding of the United Nations, the overall multilateral system and national ODA policies essential.
  • Proven track record of publications and/or participation in the elaboration of relevant reports on aid flows.
  • Excellent drafting skills in English required.
  • Excellent knowledge of Excel.
