UN Environment is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. 



Functional Responsibilities

The consultant is needed to assist with  tasks of a technical, organizational and analytical nature, as part of the UN Environment-led District Energy Initiative. The consultant will support the coordination and delivery of District Energy Initiative's project activities in Latin America and North Africa.  The tasks will be executed in close cooperation with the Initiative global and regional partners, UN Environment regional and country offices, and the District Energy Experts seconded to Copenhagen Centre on Energy Efficiency to work on the District Energy in Cities Initiative. 


The consultant will support the District Energy in Cities Initiative work-stream and contribute to the achievement of the initiatives’ goals and targets outlined above by providing support in the following areas:

a)  Assist with the coordination of technical input to a GEF 7 funding proposal on district energy in Chile and one district energy proposal in Tunisia

b)  Support stakeholder consultations, data collection, project support and training in the pilot cities of Temuco, Marrakech, El-Alamain, Tunis;

c)  Support replication city and national activities in Chile, Morocco, Egypt, Tunisia;   

d)  Support the global Secretariat on partner coordination, communication, funding proposals and knowledge products

Assist with the coordination of technical input to a GEF 7 funding proposal on district energy in Chile and one district energy proposal in Tunisia:

-    Support consultations with government, cities, industry and banks on the design of district energy proposal (one Chile, one Tunisia)

-    Coordinate and assist in technical input to a national study on the potential of district energy in Chile and Tunisia 

-    Coordinate and assist with technical input to the project design of two advanced funding proposals including final work plan and activities development, budget, procurement plan and co-finance letters including country-specific recommendations for methodology building on pilot city findings, analysis of existing policy frameworks, calculated GHG benefits, and policy, regulatory and technology recommendations

Assist with stakeholder consultations, data collection, project support and training in the pilot cities of Temuco, El Alamain, Tunis:

-    Support with the attendance of expert partners to capacity building workshops and study tours

-    Provide and document training on international best practice

-    Support hired consultants and technical experts and provide technical review and input to deliverables including assessments, MRV frameworks, trainings and policy dialogues

-    Support local stakeholder consultations on district energy operation, business models, benefits, MRV, energy mapping and the project development process

-    Support local consultants to access data and information on longer-term real-estate projects for incorporation into a city-wide district energy plans

Support national and regional activities in Chile, Egypt, Morocco, Tunisia  

-    Report on lessons and findings arising from pilot city activities

-    Provide input to methodologies, ToRs, tools, training material and case studies 

-    Replication of pilot city activities to other cities in each country

-    Organize and/or participate in regional workshop to disseminate project findings and lessons learned to other cities/countries with similar markets

-    Support the engagement of global and regional partners including establishing links between learning cities and champion cities and partners.

-    Provide input to global communications on country activities

Support the global Secretariat on regional replication partner engagement, communication, funding proposals and knowledge products

-    Organize global training webinars on topics based on pilot country needs and knowledge gaps

-    Support the development of knowledge management and outreach products 

-    Provide input to knowledge products including on refrigerants and district cooling

-    Provide input to global tools and methodologies

-    Provide input to funding proposals

-    Coordinate Latin America and North Africa stakeholder participation at events


Education

-Advanced University Degree (Master’s degree or equivalent) in Science or Environmental Science, International Development, International Public Policy or related area. 
-Bachelor’s degree in these fields will be accepted with an additional 2 years of relevant experience.

Experience

- At least 2 years of experience in the field of work, preferably with a focus on district heating and cooling in developing countries; - Understanding and experience with UN Programmes and/or project activities, their development and implementation activities is an advantage;
- Experience in knowledge sharing or capacity development for developing countries
- Experience in working with countries in Latin America or North African and the Global Environment Facility is an asset.



Languages

Fluency in English is required. Working knowledge of Spanish and French is desirable.

- Solid understanding of climate change mitigation policies and international mechanisms, experience in Nationally Appropriate Mitigation Actions is an asset; - Knowledge of building energy efficiency measures;
