Consultancy Service for Public Health and Nutrition Specialist, 11 Months Contract, (Open for Paraguayan Nationals Only)

Job Description

The cooperation program of UNICEF with the Government of the Republic of Paraguay has a thematic focus, designed with the objective of working from the national or central level to the sub-national or local level, and vice versa. In line with the priorities set by the current Government, one of the strategic axes proposed in the Operational Plan is to contribute to improving maternal, neonatal and adolescent health, as well as nutrition and early childhood development.

The cooperation program supports, in the field of public health, the development of several programs aimed at improving the health and nutrition conditions of mothers, newborns, children and adolescents. These projects are carried out in partnership with the private sector, Itaipu Binacional and the Ministry of Public Health and Social Welfare.

In the area of ​​Maternal and Child Nutrition, UNICEF in partnership with the Ministry of Public Health and Social Welfare and the Ministry of Education and Culture, will implement a project between 2018-2020, focused geographically in the Departments of Alto Parana, Concepción, Central and Asunción with the objective of improving the nutrition of children in early childhood and school age, specifically aimed at the prevention of obesity in these population groups. Therefore, UNICEF requires the consulting of an expert in human nutrition and public health for technical assistance and coordination of breastfeeding and nutrition projects that are priorities of Unicef ​​Paraguay

Under the supervision of the Health Officer and the Program Manager, the Health and Nutrition Specialist will support the effective implementation and provide technical assistance to the Breastfeeding and Nutrition projects that Unicef Paraguay develops in support of the Ministry of Public Health and Social Welfare and the Ministry of Education and Culture.

How can you make a difference?

Main Functions:

The person hired will have the following functions and responsibilities:

  1. Coordination functions of existing nutrition projects.
  2. Functions of management, planning, supervision, monitoring and evaluation of programs or projects implemented by the organization in the field of nutrition. Support in the administrative, financial management and technical supervision of the activities of the portfolio of projects in the area of Nutrition that are beginning, in course and in process of opening.
  3. Technical assistance and research functions for the preparation of new projects, design, monitoring and analysis of survey and study results.
  4. Teaching and technical assistance functions for UNICEF and partners.

Specific Tasks:

  • Coordinate, supervise and accompany the process of implementation of the projects developed by UNICEF Paraguay in the area of ​​Nutrition and Public Health.
  • Obtain information about projects or programs of nutrition and obesity prevention, developed to date in the school environment, public health and in the municipalities.
  • Review of school curricula to determine whether the content in the prevention of obesity and promoting physical activity is appropriate and their degree of implementation.
  • Obtain information on projects or programs to promote breastfeeding that are being carried out at the community level, as well as the implementation status of the initiative of hospitals that are friends of the child and of the mother.

  • Provide technical assistance for conducting surveys and studies on nutrition.
  • Prepare documents such as monthly activity reports, notes, meeting minutes, press releases, schedules, budgets corresponding to activities linked to projects and other similar work documents.
  • Participate in coordination meetings with the Ministry of Education and Culture, the Ministry of Public Health and Social Welfare, municipalities, PAHO, WFP, FAO and other institutions that may be working in the field of nutrition and public health.
  • Draft new projects on public health and nutrition.
  • Review of requests for cooperation and support in the accountability of counterparts.
  • Accompaniment to official missions in the field and participate in interviews and internal technical meetings of UNICEF.


  1. Work plan submitted fifteen days after the start of the contract.
  2. Monthly progress reports of the projects (1 printed copy and 1 via email). The reports must include at least: State of execution of each of the projects that are being implemented by counterparts, which will include: summary of the technical support provided; brief description of the progress made in each of the projects and assigned work areas. Number of meetings organized and / or attended; summary of the technical support provided and administrative procedures.
  3. Reports of support for the closure of projects in execution.
  4. Field mission reports (one for each mission performed.
  5. Semi-annual and annual official reports of the projects in progress to be sent to the counterpart.
  6. Evidence of elaborated documents, such as notes, meeting minutes, terms of reference, press releases, other similar work documents.
  7. Digital and physical records and files of the activities under their responsibility, updated and ordered.
  8. A final report at the end of the contract detailing the activities carried out, the updated status of ongoing projects and proposals for future courses of action.


The work will be coordinated with the Health and Nutrition Officer and the Project Manager, following up on this year's work plan. The consultant will accompany the field activities and the development of activities scheduled with the area of nutrition.

Work period and schedule:

  • The contracting period will be 11 months, from the signing of the contract.
  • The contract may be extended depending on the availability of funds and according to performance evaluation.
  • The consultant's schedule will be agreed in order to have the products in the desired terms.
  • The minimum dedication required is 40 hours per week

To qualify as an advocate for every child you will have…

  • Education: University Degree, medical professional specialized in nutrition and / or public health and qualified to practice in Paraguay. Training in pediatrics, post-graduate or master's degree in public health and nutrition and health management will be especially valued.
  • Experience:At least 3 years of experience in design, implementation, monitoring and evaluation of health and / or nutrition programs or projects at the national or international level. Experience and Capacity in Planning and elaboration of projects.
  • Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
