Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. This position is located in the Directorate of Corporate Management and Operations (CMO) Buildings Management Services Division (BMS). As part of the common services, on behalf of and financed by the VIC Based Organizations (VBOs), BMS on behalf of UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions. To this extent BMS carries out the following functions: - Develop and propose policies and improvements for efficient, effective and safe buildings management and operations for consideration by the Managing Director, taking into account best practices and standards; promote and proactively implement these policies and standards; - Manage and administer the operation, maintenance and repair of the grounds, buildings and related installations and equipment of the VIC complex on behalf of, and in close consultation with, the VBOs under the terms of the Memorandum of Understanding on Common Services; - Provide efficient, effective and quality services to the VBOs for all Buildings Management activities; - Manage the projects financed by the Common Fund for Major Repairs and Replacements at the VIC on behalf of the VBOs and the Government of Austria; - Take measures to meet strict requirements in respect of waste disposal, and bacteriological and chemical control of the water and air in the buildings; - Provide the required support to the catering operations of the VIC; - Reply to audit observations and ensure the timely implementation of agreed upon recommendations; - Cooperate with relevant bodies with a view to harmonizing and exchanging information. At the G-5 level the incumbent is expected to perform independent and specialized processes focusing on consistent service delivery and support services within the organizational environment and team. His/Her interventions result in process consistency.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Main Functions

Under the supervision of the Supervisor, G-6, the incumbent is responsible for all the work performed by the Buildings Automation and Control Team as well as for carrying out Building Automation Technician functions according to Austrian Standards, rules and regulations. 1. In cooperation with the Supervisor, develop guideline for the operating conditions of all connected technical installations and systems according to the season, weather conditions, costumer needs, and consumption values and experience. Set milestones, goals and priorities as well as target lines and set points. 2. Plan and administer work schedules, assign tasks in a fair manner and develop the yearly duty roster and ensure the updating of the monthly duty roster. Provide technical guidance and training to colleagues, monitor quality of work completed, and provide feedback on work performance. 3. Monitor and operate all of the technical installations and systems according to the agreed operation conditions (cooling and heating systems, air conditions, sanitary installations, exhaust systems, emergency power generators, etc.). Program the automatic control system; carry out the daily, weekly and special programming of air-conditioning, ventilation, heating, cooling, lighting, etc. 4. In the case of an alarm, breakdown or call for technical assistance outside normal working hours, identify faults or malfunctions, assess the situation and take proper corrective action. If necessary call available staff for assistance. During normal working hours dispatch the work to the staff of the Teams. 5. Upon request, collect keys for restricted areas from the Key Safe for BMS Staff members and keep note of the hand-over. 6. Prepare and analyze statistics on the daily/monthly and yearly energy / water / heating / cooling consumption. 7. Keep logbooks of observations made, actions taken and other relevant information concerning system operation during the turn and ensure a smooth transition between shifts. 8. Coordinate with contracting firms and colleagues to ensure that work is carried out with minimum interruptions to the daily operations. Assist in shutting down and restarting different kind of plants. Being the only BMS technician on duty, co-ordinate contracting firms outside normal working hours. 9. Create new or correct existing visualization pictures and technical drawings on the building automation system and AutoCad. Update all time schedules for the operation times of the plants based on the season and the usage of the building. Update and monitor all the established high and low limits for relevant measured values. On a monthly and yearly basis, create and compile statistics on energy consumption and analyze the statistics for unusual values. Monthly control of manual switching and alarms, that is set out of operation. Improve the usability and data quality of databases used. Update control software, generate data points and delete not used ones. Keep the parameters (text) of active data points up to date. 10. Ensure that all rules and regulations are being followed, that machines, equipment and material are handled in a competent, proper and safe manner, protective clothing, such as masks, gloves and shoes are worn when required, and tools are stored properly in the Workshop. 11. Keep abreast of the latest technology, norms and standards. Evaluate new products and techniques and recommend to the supervisor their appliance within the VIC. 12. Ensure that all the relevant information related to work assignments are appropriately recorded in the Facility Management Electronic Work Order Platform, and that electronic documentation as well as technical drawings in Allplan is updated. Ensure that all archived files from the HVAC teams are organized and recorded for easy access, and that the latest Backup of all controllers and substations are up to date. 13. Performs other related duties as required.

Minimum Requirements

Education

Completed compulsory education and completed apprenticeship and journeyman certificate (“Gesellenbrief”) in as Electrician or completed higher technical school (HTL) with relevant practical experience as Building Control Technician.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is an asset.

Computer Skills

Field of Expertise

A minimum of eight (8) years of working experience as Building Control Technician or in a related field - automatic control engineering for similar technical building installations. Experience in leading a small team required. Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with SAP or similar ERP software is an asset. Also experience with Johnson Controls systems (Metasys) and Allplan is an asset. Good physical condition is required as works involves considerable physical exertion, e.g. walking long distances, standing, crouching, lifting and carrying heavy objects and working on high scaffolds and ladders (free from giddiness) or in inconvenient positions or very small rooms. Work for most Building Automation staff members is planned and organized in 12 hours shifts either dayshift (06:00 to 18:00) or night shift (18:00 to 06:00) with additional 15 minutes hand overtime in the morning. The duty roster for the team leader of the Building Automation normally includes mainly so call standby duty (06:00 and 18:00) in the yearly and monthly forecast. Based on the planned and unplanned absences of the other building automation staff members the team leader takes over the shifts of the colleagues on leave (night and dayshift) .Work/shift has often to be carried out differing to the planned duty roster and within short notice. Credit towards total working experience may be considered on a year by-year- basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
