Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in the Buildings Management Services Division (CMO/OSS/BMS). As part of the common services, on behalf of and financed by the VIC Based Organizations (VBOs), BMS on behalf of UNIDO is responsible for ensuring the safe and reliable operation, maintenance and repair of the Vienna International Centre (VIC) buildings and associated installations according to the local building codes and standards, and according to the VIC operating license conditions. To this extent BMS carries out the following functions: - Develop and propose policies and improvements for efficient, effective and safe buildings management and operations for consideration by the Managing Director, taking into account best practices and standards; promote and proactively implement these policies and standards; - Manage and administer the operation, maintenance and repair of the grounds, buildings and related installations and equipment of the VIC complex on behalf of, and in close consultation with, the VBOs under the terms of the Memorandum of Understanding on Common Services; - Provide efficient, effective and quality services to the VBOs for all Buildings Management activities; - Manage the projects financed by the Common Fund for Major Repairs and Replacements at the VIC on behalf of the VBOs and the Government of Austria; - Take measures to meet strict requirements in respect of waste disposal, and bacteriological and chemical control of the water and air in the buildings; - Provide the required support to the catering operations of the VIC; - Reply to audit observations and ensure the timely implementation of agreed upon recommendations; - Cooperate with relevant bodies with a view to harmonizing and exchanging information. At the G6 level the incumbent is expected to perform highly independent and specialized processes focusing on specialized service delivery and support services within the organizational environment and team. His/Her interventions result in process integrity. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Main Functions

Under the supervision of the Buildings Management Officer, the Engineering Project Coordination Assistant (Electrician) is responsible for the coordination and implementation of engineering projects mainly in the electrical field. The work is performed under close supervision of the Buildings Management Officer and in collaboration with the technical experts. The incumbent provides support in functions related to the specific job family, to ensure the safe and reliable operation, maintenance and repair of the VIC buildings and associated installations. He/she carries out the following key functions: - Contribute to the development of the yearly work plan of the Group including milestones, goals and priorities. - Prepare project proposals, clarify all technical and financial aspects, prepare cost estimates and propose a project prioritization. Prepare Technical Specification and Terms of Reference, as well as detailed drawings and layouts for bidding in English and/or German. Technically evaluate offers, recommend firm to be selected and follow up on the award of contract. - Discuss the implementation plan and detailed scheduling with the company, plan and coordinate the support work carried out by BMS, and discuss project and obtain approval from Austrian Authorities. Follow closely the implementation progress, and regularly inspect work performed. In case of shortcomings, problems or deviation from the agreed work, inform immediately Engineering Project Manager to take immediate corrective measures. - Take over the project from the external company, ensure that project documentation is complete and in line with the BMS documentation rules. Check final invoices against work performed, and request the release of payments. - Participate in feasibility studies for future projects. Contribute to the assessment and documentation of the condition of the building and its installations. Participate in identification of medium and long term repairs and modifications, including costs estimation and resource requirements. - Keep abreast of latest technologies, norms, standards and regulations and ensure that work carried out is in accordance with the prevailing engineering, safety and security instructions, norms and environmental- and quality standards. - Update all the relevant information related to the work. - Perform any other related duties as assigned.

Minimum Requirements

Education

Completed higher secondary education. Completed apprenticeship with journeyman certificate as electrician or completed higher technical school (HTL) with relevant practical experience as electrician.

Languages

Fluency in English and German.

Computer Skills

Field of Expertise

A minimum of ten (10) years of relevant experience in coordinating electrical projects. In particular, experience in planning, procurement (Terms of Reference), and implementation of projects. Proficient use of Microsoft Office (Outlook, Word, Excel, PowerPoint), internet. Experience with SAP or similar ERP software is an asset. Good physical condition is required as works involves considerable physical exertion, e.g. walking long distances, standing, crouching, lifting and carrying heavy objects and working on high scaffolds and ladders or in inconvenient positions. Work has often to be carried out at irregular working hours and within short notice. Credit towards total working experience may be considered on a year-by-year basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates
