OBJECTIVES OF THE PROGRAMME

All the Member States of WHO in the South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes\: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability. WHO's mandate revolves around six core functions\: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.The South -East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.Mission of the WHO Country Office for India Within the framework of WHO's Country Cooperation Strategy the mission of the WHO Country Office is to support India in\: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

DESCRIPTION OF DUTIES

Under the overall guidance of the Administrative Officer and the direct supervision of the Deputy Head WHO Country Office, the incumbent will assist in effective and efficient implementation of work plan activities in the area of Informatics, Communication and Technology (ICT) support, by performing the following duties\:

  1. Assist Managers of Technical Programs, primarily from the Communicable diseases group, accessorily from other Technical areas, identify, analyze and evaluate their operational needs and associated specifications that could be efficiently and effectively enabled by Information, Technology and Communication (ITC) related systems & processes.
  2. Explore the WHO ITC environment, scan the local and international markets and provide advices on most suitable and effective solutions to the ITC related needs of communicable diseases and other technical programs in general, for the acquisition/adoption of application tools for surveillance and monitoring & evaluation of the Indian TB Control Programme, in consultation with the Government counterparts, in particular. 
  3. Liaise between Managers from Technical Programs and a team of internal & external Information Technology developers, in creating and managing automated software applications that support and increases organizational efficiency and credibility by continually incorporating evolving work demands through new technological developments.
  4. Support the establishment of a reliable and high quality data management system in terms of quality and completeness of data collected by the Indian TB Control programme, in coordination with the Central TB division, MoH&FW, GoI.
  5. Undertake annual population projections, in coordination with Census of India.
  6. Facilitate and analyse data under communicable diseases for operational interventions.
  7. Establish and maintain Geographic Information System (GIS) mapping for spatial representation of programme data to highlight disease trends, hot-spots etc. 
  8. Facilitate the development of software applications to make it an e-model.
  9. Perform other related duties as required or instructed, including provision of support to other areas of work and teams, as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school education.
Desirable\: Training in computer sciences, telecommunication, electronics or related areas. Relevant university degree would be an asset.

Experience

Essential\: At least ten (10) years of progressive experience in implementation and management of IT systems and services in an International Organization.
Desirable\: Relevant experience in WHO or another UN agency is an asset. Experience in Oracle-based or other ERP systems is also an asset.

  2. Good knowledge of computer applications and software's including MS Office applications.
  3. Ability to draft reports, correspondence concisely and clearly.
  4. Ability to make good working relationships. 
  5. Sound technical and policy advisory skills, based on evidence.
  6. Skills with demonstrated ability to work effectively with government and colleagues in a team setting at national and international levels, to share information and data and make oral and written presentations on technical issues. 
  7. Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors. Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment.
  8. Capacity to prepare terms of reference and to prepare and monitor and manage the implementation of contractual agreements. Capacity to convey information and options in a structured and credible way; ability to speak and write clearly.
Other skills (IT skills)\: Work requires the use of word processing facilities to create, edit, format and print correspondence and documents; spreadsheet and visual presentation software; extensive use of e-mail and scheduling software to improve communications both internally and externally. Formal or self-training in the use of standard office software. Training in GSM\\Oracle-based or other ERP systems an asset.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
