Background

UNODC and the Bureau of International Narcotics and Law Enforcement Affairs (INL) signed an agreement, in November 2016, to develop Project MEXZ98 and its core product: the National Survey on Police Professionalization and Standards (ENECAP). This project falls under the mandate of the “Research and Analysis Area of the Liaison and Partnership Office of UNODC in Mexico (LPOMEX). The National Cooperation Officer will sub-coordinate the project and other related activities from the LPOMEX Research and Analysis Area, assisting the National Programme Officer/Coordinator of the Center of Excellence in Statistical Information on Government, Crime, Victimization and Justice.

The National Cooperation Officer, under the National Programme Officer’s supervision, will support all activities for supervising and coordinating the projects’ staff. He/she will work in close collaboration with the UNODC LPOMEX Programme, Advocacy and Public Information, Liaison and Partnership and Operations Units, the UNODC Data Development and Dissemination Unit, Research and Analysis Branch, Division Policy Analysis and Public Affairs, UNODC HQs (DDDU/RAB/DPA) and the National Institute of Statistics and Geography of Mexico (INEGI) ensuring successful programme implementation.

Duties and Responsibilities

Summary of key functions:

Support the management, monitoring and reporting of the Research and Analysis Area work plan.

  • Follow up on the technical assistance provided by its staff.
  • Promote the ENECAP, the CoE and LPOMEX products and activities in different fora to establish relations with potential partners globally.
  • Follow up and collaborate in the fulfillment of commitments agreed by UNODC in regional and international fora.
  • Support in any other task appointed by the National Programme Officer.

Support the management, monitoring and reporting of the Research and Analysis Area work plan.

  • Overlook contests, seminars, workshops, expert meetings and conferences on crime statistics and related topics.
  • Follow up on the budget, finance, administration and procurement processes of the area ensuring due respect and implementation of UNODC and UNDP relevant rules and procedures.
  • Identify operational and financial problems to develop appropriate solutions.
  • Facilitate audits and evaluations performed to the area’s projects.
  • Follow up on agreements, project documents, project revisions, project and budget reports, and other documents related to the area.
  • Monitor projects’ performance indicators.
  • Analysis and research of information to donors and the public, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for the creation and funding of new projects, active contribution to the overall office effort in resource mobilization
  • Follow up on the external communication of the area, including its web site and publications, ensuring due alignment of its external communication activity to the UNODC policy and management instructions.

Follow up on the technical assistance provided by its staff.

  • Follow up on the activities to assess the statistical capacities of the countries.
  • Act as a liaison -when needed- between INEGI, UNODC and countries that require technical assistance.

​Promote the ENECAP, the CoE and LPOMEX products and activities in different fora in order to establish relations with potential partners globally.

  • Identify potential partners and donors
  • Draft and submit proposals
  • Coordinate procedures for receiving additional funding

​Follow up and collaborate in the fulfillment of commitments agreed by UNODC in regional and international fora.

  • Contribute to reporting on the implementation of the roadmap for improving crime statistics reported to the United Nations Statistical Commission.
  • Follow up on the proceedings of the UN Commission for Crime Prevention and Criminal Justice.
  • Contribute to the implementation of the activities related to the Working Group on Crime Statistics within the Statistical Commission of the Americas of the Economic Commission for Latin America and the Caribbean

Support in any other task appointed by the National Programme Officer.

  • Participate and contribute as required in the overall management of the area and the UNODC LPO in Mexico

Required Skills and Experience

Education:

Master’s Degree or equivalent in Criminal Justice, Political Sciences, International Relations, Public Administration, Social Sciences or related field.

Experience:

A minimum of 6 years of relevant experience at the national or international level in dealing with the public policies and/or subject matter (national statistic systems)

Previous and demonstrated experience in design, monitoring and evaluation of assistance and development projects.

Language Requirements:

Fluency in Spanish (oral and written) is required

Fluency in English (oral and written) is required

Knowledge of another UN official language is an advantage.
