The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




Office Background

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Libya Iraq, Lebanon, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

NRC operations is in the Middle East have grown significantly in recent years and further growth is expected in the months to come. With large operations in such fluid contexts, the NRC Middle East Regional Office has a stimulating and rewarding work environment, a collaborative workforce and genuine place of passion responding to a region in crisis.

Position Description: 

The post-holder will advocate and support coordination of INGOs, country level INGO Forums and other humanitarian/development stakeholders as it relates to returns and durable solutions, including through the development of common positioning on key policy issues amongst these stakeholders 

Specific responsibilities related to the position include:

 Under the supervision of the Regional Head of Advocacy:

  • Develop and implement aconsistent inter-agency advocacy work stream on durable solutions with a specific focus on return (60%):
    • Coordinate regional inter-agency policy positions on returns, with SIRF, LHIF and JIF focal points.
    • Draft a monthly/ bi-monthly update on key policy developments across the region related to refugee returns, to be disseminated to INGO's, UN agencies and donors.
    • Inform inter-agency media work by developing talking points around key external events (e.g. Brussels conference) or in the event of significant return movements, publication of reports 
    • Develop advocacy / engagement / dissemination plans for durable solutions research developed by the Durable Solutions Platform and develop inter-agency advocacy outputs in coordination with DSP
    • Support DSP in the coordination of advocacy initiatives and activities through the representational offices of DSP’s partners;
  • Support the NRC advocacy and communications team’s overall advocacy activities on durable solutions (40%):
    • Organising diplomatic briefings and preparation of materials thereof
    • Prepare high-quality reports, briefings, letters, and other materials for internal and external use, and take part in NRC’s representational and advocacy role;
    • Support and organise coordination of advocacy initiatives by NRC country teams, including building the capacity, where needed, of NRC staff and partners to plan, deliver and monitor policy and advocacy;
    • Research and keep updated on policy and political developments in Syria and neighbouring countries as they relate to NRC programs and priorities; manage specific research projects as agreed. 
    • Support media and communications work, including content gathering and acting as spokesperson on refugee returns as agreed with media advisor and Regional Head of Advocacy
    • Support ad-hoc information requests, including from Oslo, Amman, Geneva, Brussels etc.
