Contract Duration

Interns are required to work full time for a period between three and six months (to be agreed to prior to commencement). Internship placements shall not be extended beyond six months.

Organisational Context

The Office of the Prosecutor (OTP) investigates and prosecutes genocide, crimes against humanity and war crimes committed by nationals of a State Party or on the territory of a State Party on or after 1 July 2002, the date of entry into force of the Rome Statute.

The Investigation Division (ID), under the overall management of its Director and management team, provides the investigative component of the integrated team which conducts the Office’s investigations and prosecutions under the responsibility of Prosecution Division’s Senior Trial Lawyer. ID recruits, trains and monitors the performance of investigators, analysts and data inputters within the integrated team.

The Investigations Section, within ID, is headed by the Investigations Coordinator and is comprised of investigation Team Leaders, investigators and information management assistants, who form part of the different investigation teams. Within each integrated team, led by a Senior Trial Lawyer and incorporating members from the other Divisions of the OTP, the investigation team is responsible for planning and for carrying out evidence collection and other investigative activities.

The Investigation Section is in charge of the following functions:

  • Provide expertise to the integrated teams and to OTP management on all investigative matters;
  • Define adequate, efficient and recognised investigative procedures and standards to be implemented across teams;
  • Ensure the compliance of evidence collection activities with the ICC and OTP legal and operational frameworks and implement evaluation mechanisms for the investigative activity in relation to the effectiveness, quality, efficiency and productivity of the investigative function;
  • Develop OTP’s investigative capability through research on innovative investigative techniques, tools and methodologies;
  • Recruit, train and supervise investigation team leaders, investigators and IMAs, assign them to the integrated teams and ensure their wellbeing.

Duties and Responsibilities

The candidate will be assigned to work under the direct supervision of the Investigations Coordinator, but also in close cooperation with the different investigation Team Leaders.

The incumbent performs the following tasks:

  • Support projects aimed at defining and implementing investigative operational standards, progressing on new investigative techniques, opportunities, tools and methodologies, and ensuring the harmonization of the work, practices and procedures across the different investigation teams;
  • Analyze, summarize, categorize, and code relevant judicial rulings and other researched materials on matters of relevance to investigations; feeding the Casemap database, available to all OTP for consultation, on matters related with investigations;
  • Support the coordination of the work of the investigation teams, as well as initiatives aimed at identifying and monitoring areas where to improve the quality and efficiency of OTP investigations;
  • Support the Division in the development of investigative standards to be shared with other investigative bodies and first responders;
  • Support lessons learnt projects to be conducted by the different investigation teams on specific, as well as general matters relevant to investigations;
  • Undertake research and assist in the analysis on subjects related to international criminal investigations, covering a wide range of relevant sources (internal and external) - jurisprudence, academic papers, operational documents;
  • Produce analytical summaries, draft documents and charts; take notes in oral discussions, and present on relevant findings;
  • Support projects aimed at identifying and monitoring areas to improve the quality and efficiency of OTP investigation, provide=ing recommendations to the Investigations Coordinator as required;
  • Support, on an ad hoc basis, the investigation teams in the collection, screening, analysis and handling of information and evidence in accordance with standard operating procedures.
  • Support the development and implementation of training initiatives addressed to the investigation teams;

Required Qualifications

Education:

All Candidates must have a degree or be in the final stages of their studies at a recognised university. Candidates are expected to have a very good record of academic performance.

Experience:

Internship placements focus on candidates in the early stages of their professional careers therefore; practical experience is not an essential prerequisite for selection. However, practical experience that is relevant to the work of the Court may be considered an asset.

Knowledge, Skills and Abilities:

  • Confidentiality – Ability to keep strict confidentiality about the relevant information and procedures.
  • Accuracy – Excellent attention to detail and accuracy when processing information.
  • Able to adapt to multicultural and multilingual working environments.
  • Possesses strong teamwork skills (listens, consults and communicates proactively).
  • Has acquired a good standard of computer skills (including Microsoft Office applications, and databases).

Knowledge of Languages:

Proficiency in one of the working languages of the Court, French or English, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.

Remuneration

Please note that the ICC is not able to provide participants in the Internship and Visiting Professional Programme with remuneration, nor is it possible to provide reimbursement for any expenses incurred during the internship or Visiting Professional placement. Accordingly, applicants must have the necessary resources or other financial support for the duration of the placement for which they have been selected.

If a State Party to the Rome Statute provides a donation to the Internship Programmes Fund, it may be possible to offer a limited number of interns a stipend for cost of living and travel. If funding is available, the Human Resources Section will conduct an assessment of the candidate determining eligibility for funding in accordance with the Court’s Policy on Internships and Visiting Professionals and relevant funding conditions. In order to be eligible, the applicant must, among other criteria, be a national from a country that is a State Party to the Rome Statute and appear on the United Nations Statistics Division’s list of developing regions.

Candidates eligible for funding shall receive detailed information and further instructions after the selection process is finalized. Stipends will always be agreed at the time of offering the internship. No funding will be provided at a later stage
