Background
The Bangkok Regional Hub of the Regional Bureau for Asia and the Pacific (RBAP) focuses on providing programmatic and management oversight to UNDP activities in the region. The operational advisory support and guidance of this function are provided by the Management Advisory Services Team (MAST) and as a member of the Team, the Management Associate will be responsible to provide technical advisory services to RBAP Country Offices, including remote and on-site support. This includes effective and efficient delivery of programme support and operations services in RBAP. S/he contributes to the continuous improvement of overall team performance and in the design of support actions for the Country Offices, aligned with RBAP’s evolving business needs and portfolio.
The incumbent will report to the Management Advisor and provides support to the Chairperson of the Regional Advisory on Committee on Procurement (R/ACP). S/he will work closely with the team members in the Unit and provides general administrative support.
S/he is responsible for effective delivery of support to the Bangkok Regional Hub as well as supporting the Country Offices in the Asia-Pacific Region, ensuring reporting requirements are met; undertake missions to the Country Offices, when required; and organize regional events. The Management Associate promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.
Duties and Responsibilities
1. Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results;
- Prepares solicitation documents and manages contracts of individuals and vendors for management activities.
- Provide support to the development of Standard Operating Procedures in consultation with the team.
- Provide support to business process changes, as needed.
- Support recruitment processes for Country Offices, with guidance from the supervisor and OHR Specialist.
2. Ensures effective administrative support, focusing on the achievement of the following results:
- Travel and administrative support to the team.
- Implementation of effective internal controls in administrative processes.
- Liaise with the Global Shared Services Center teams as needed.
- Provide support to mission travel and provide support for the peer-to-peer exchange programme initiated by the Bureau.
3. Ensures effective support to the R/ACP focusing on achievement of the following results:
- Perform the role of RACP Secretary in ACP Online for RBAP and provide Secretariat support to R/ACP, as required.
- Conduct preliminary review of documentations included in the submissions made to the Committee for Committee Review as well as for Direct Review, as permissible under the Policy.
- Organize R/ACP meetings as directed by the Chairperson.
- Draft minutes of the meetings, as directed by the Chairperson and obtain endorsement from Members for Committee Review cases.
- Communicate clarifications and decisions of the R/ACP to the submitting units.
- Assist RACP Chairperson in assessing quality of CAP cases, on a periodical basis.
- Assist RACP Chairperson in formulating reports related to ACP Online on portal usage and other performance indicators.
4. Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results:
- Facilitate training to the Hub and Country Office staff on business travel processes, using corporate ERP platform of UNDP.
- Advice to the team members on UNDP administrative aspects, including elaboration of policy and processes, as required.
- Synthesis of lessons learned and best practices in own area of work.
- Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
Higher Secondary Certificate is required.
Experience:
- Minimum six years of professional experience is required. For candidates with accredited Bachelors degree, the minimum experience requirement is reduced to three years.
- Knowledge of UNDP policies and procedures is an asset
- Knowledge of UNDP ERP System (ATLAS) is an advantage
Language Requirements:
Excellent communication skills in English language is mandatory.
