Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgaduud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Within that framework, the IRC’s governance department has been implementing a two-year USAID grant on peacebuilding aimed at enhancing community resilience to violence in South Central Somalia. The governance department has also secured a three-year SIDA grant to implement a joint governance and rights project aimed at addressing the weak capacity of the formal and informal justice system in Somalia.

Specific Responsibilities:

The responsibilities of the EASE Officer include but are not limited to the following:
Program Implementation
  • Support the identification and formation of VSLA groups in different field sites in Mogadishu
  • Conduct and mentor VSLA group members during weekly meetings (record keeping and management of pass books etc).
  • Facilitate EA$E group share out and mentor group members
  • Training VSLA members on Business and life skills
  • Local partner staff training and capacity building
  • Develop weekly action plans that directly reflect overall work plan activities
  • Conduct frequent field visits to ensure quality of program implementation and ongoing capacity building for women group members
  • Ensure a sound M&E data collection and together with Senior Officer manage VSLA database
  • Conduct trainings for community leaders and service providers and discussion Series Groups (DSG)
  • Implement Child –led initiatives/advocacy activities targeting learners and community members for sensitization and training on elimination of GBV (CEFM /FGM)
  • Roll out of CHOICES module through 10 week cycle sessions to increase their knowledge on Gender Equality  for children aged between 10-17 years  in target locations 
  • Work in close collaboration with Sr. Officer to plan and implement discussion series Groups Module & Series Sessions.
  • Work in close collaboration with Prevention and Response Officers in supporting other grants (ECHO,Irish Aid, OFDA) in implementation and capacity building.
  • Overall Timely resolution of programmatic and operational issues
Business Training
  • Support the VSLA and Women Entrepreneur groups to develop a business plan
  • Facilitate all aspects of the business skills training intervention with EA$E groups
  • Work closely with Sr. EA$E Officer and to plan business skills training activities
  • Undergo extensive business skills training and train partner staff accordingly
Financial
  • Ensure that all expenses and payments are done in accordance with IRC finance policy
  • Actively participate in grant status update through online IRC BVA and offline PR Tracking Tool
  • Participate in Program Procurement plan , Spending plan and Cash forecast  with the team 
  • Work with Sr. EA$E  Officer to submit budgets in a timely manner to Sr. Manager
  • Ensure that receipts are properly and completely filled out and submitted in a timely manner
Coordination, Relationship building and Advocacy
  • Develop relationships with local community members , local authority – District level and where necessary , the project line Ministries to ensure the smooth implementation of project
  • Closely work and support Supply Chain and finance office in regards to our day to day implementation.
  • Together with Senior EA$E Officer and local partner, assess gaps in Economic and Social empowerment activities, make recommendations/suggestions for improvements to the supervisor and develop strategies to address the gaps.
  • Participate in GBV related assessments; including any inter agency assessments where necessary.
  • Maintain positive coordination and relationships with partner and Contribute to a positive team spirit among all IRC staff.
  • Represent the IRC WPE in community and protection cluster meetings as required and maintain positive relationship with Community leaders, Local community structures and groups at various levels.
Monitoring & Reporting
  • Actively participate in drafting activity, progress, monthly , quarterly and yearly reports as required and incorporate supervisor's feedback in a timely manner.
  • Participate in the development of procurement, spending and work plans as well as monthly and quarterly Cash forecast to ensure the successful implementation of programs
  • Ensure supplies/resources for GBV prevention activities and other program activities are requested on a timely manner for timely implementation of program activities.
  • Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
  • Facilitate and Participate in both partner and consultants M&E activities.
  • Ensure tracking of key program indicators and progress through utilization of the M&E data collection and indicator tracking tools are being followed by community workers with sufficient copies available on site ( VSLA , CHOICES , Child led Initiatives , Women Entrepreneurs , Safe spaces etc) 

Qualifications

  • Degree/, Social Work / Development studies or other related field.
  • Experience working with community groups with extensive training and mentoring skills
  • Familiarity with savings and credit schemes, business administration and/or livelihoods programming
  • Excellent communication and mobilization skills
  • Ability to work as part of a team and to foster team spirit
  • Strong computer skills require (word and excel) are necessary
  • Willing to travel to field sites as required
  • Experience working in GBV programs as well as in rural setting preferred
  • Belief in and understanding of gender equality, women's rights and empowerment
