Background

Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments, assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens;
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors;
  • Outcome 3: Improved regulatory framework at higher and local government levels and pro-active

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner local governments (LGs): Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).The main objective of the consultancy is to provide „on sight” field support and training in partner Water Utility Companies (WUCs), with focus on: mapping of water supply and wastewater infrastructure; transfer of existing CAD (drawings) objects into GIS software environment used in WUCs; and further development of water supply and wastewater GIS with the delegated WUC staff. In that regard, the MEG Project will recruit a GIS & CAD Specialist for North East Cluster of partner LGs (hereinafter: the Consultant).  Additionally, specific support will be provided to LG representatives responsible for communal affairs, and cadaster management within the Project partner LGs. The consultancy envisages provision of one central presentation tailored to LG needs, addressing potentials for harmonization and further integration of the GIS used in the LG cadaster department and GIS used in the WUCs. Also, usage of the GIS as a tool for improvement of the LG performance shall be addressed in the presentation. 

Duties and Responsibilities

This consultancy will provide expert support to ensure development of CAD & GIS of water supply and wastewater networks of water utilities in 7 (seven) MEG partner local governments (Bosanska Krupa, Cazin, Gradiška, Kostajnica, Kozarska Dubica, Sanski Most and Velika Kladusa):

  • Support transfer of existing CAD drawings to GIS Environment (QGIS/EDAMS);

K.P. Komunalno A.D. Kostajnica 

  • Support further development of existing layers in functional entities;
  • Support transfer of existing CAD drawings to GIS Environment (QGIS/EDAMS);
  • Support preparation of queries and network topology 5.

K.P. Vodovod A.D. Kozarska Dubica 

  • Explore possibilities and support for establishing of connections between GIS system (Map Info) and existing financial/business software in utility company including connection to commercial base (MS SQL) enabling send of queries from GIS environment to data base and MS SQL server.
  • Assessment of needs for potential adjustments of attributes and tables enabling spatial analyses of data from existing financial/business software in utility company. 5

J.K.P. ViK Sanski Most

WUCs+Select LGs 

  • Design and delivery of one-day presentation of potentials for harmonization and further integration of the GIS used in the LG cadaster department and GIS used in the utilities founded by the LG, tailor-made for the LG representatives, and more specifically presentation of the GIS application as a tool for improvement of the LGs’ performance. 3

The entire service will be delivered in the languages of BiH peoples. The expected timeframe for delivery of the service is from March to November 2019.

More specifically, the Consultant will be expected to perform the following tasks:

Task 1 - Technical assistance and support to the public water utilities in project partner LGsIn agreement with the relevant Project staff, the GIS and CAD Specialist will provide technical assistance in order to:

  • Support further development of water supply and wastewater infrastructure objects mapping (like fittings, equipment, facilities, chambers and other), using formerly defined layers, graphic data and descriptive-attribute data, all in agreement with the delegated utility staff. This support is expected to be a combination of own work on mapping, to be combined with presenting way of work to local delegated staff whose capacities have to be enhanced during the process, and hand-on support to the same delegated local staff who will follow the same described mapping procedure;
  • Where needed, support transfer of existing CAD (drawing) objects into GIS software environment used in the water utility, in most cases QGIS or Edams;
  • Support further development of water supply and wastewater GIS, all in agreement with the delegated utility staff. This support is expected to be a combination of own work on GIS development (defining attributes of drawing elements and inserting data to those, preparing targeted queries, network topologies and similar - all aimed at effective use of developed maps and the whole GIS as decision support for the quality performance management), to be combined with presenting way of work to local delegated staff whose capacities have to be enhanced during the process, and hands-on support to the same delegated local staff who will follow the same described GIS development procedure.

In addition, the Consultant will:

  • Provide regular combined bi-monthly reports to the Project informing about the progress achieved under this task. These Reports will clearly identify completed activities, risks, suggestions for improvement, and other relevant details;
  • Prepare ad-hoc reports, as requested by the Project.

The MEG project will provide the Consultant with exact location of each site, relevant technical documentation, as well as contact data of relevant stakeholders.It is envisaged that this task will be delivered during the period of March – November 2019 and the level of effort will not exceed 37 expert days.

Task 2 - Tailor-made GIS presentation to LG representatives from NW ClusterIn order to facilitate improved cooperation between LGs and their WUCs when it comes to cadaster functionalities, the Consultant will deliver a tailored presentation to the LGs on potentials for harmonization and further integration of the GIS used in the LG cadaster department and GIS used in the WUCs. The Consultant will cover the usage of the GIS as a tool for improvement of the overall LG performance. This one-day presentation will be agreed with the MEG project team and will take place in one of the following locations: Banja Luka, Prijedor or Bihac.This task is to be completed by the end of October 2019 and the estimated level of effort for this task will not exceed 3 expert days.

Required Skills and Experience

Academic Qualifications/Education

  • University degree in civil, mechanical, IT, electrical, environmental or other related engineering area
  • Valid certificates or professional accreditation related to the proposed CAD and GIS platforms

Experience

  • At least 10 years of relevant experience in the field of CAD and GIS development;
  • Proven experience in capacity building and technical assistance projects in the water supply and wastewater sector, with a particular focus on water utilities' CAD and GIS; 
  • Experience in provision of technical assistance to public institutions in the area od CAD and/or GIS development;
  • Proven training and group facilitation skills;
  • Excellent communication skills.

Language requirements

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina and in English.

Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Financial Proposal

Lump sum contractsThe financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).

Travel;All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
