Background

Grounded in the vision of equality enshrined in the charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian actions and peace and security. Placing women’s rights at the center of all its efforts, United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnership with government, civil society and other relevant actors.

Established by General Assembly resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality, women’s empowerment, and upholding women’s rights, UN Women’s global programmatic priorities for the period 2014-2017 are: (a) women lead and participate in decision making at all levels; (b) women, especially the poorest and most excluded, are economically empowered and benefit from development; (c) women and girls live a life free from violence; (d) peace and security and humanitarian action are shaped by women’s leadership and participation; (e) governance and national planning fully reflect accountability for gender equality commitments and priorities; and (f) a comprehensive and dynamic set of global norms, policies and standards on gender equality and women’s empowerment is in place and is applied through action by Governments and other stakeholders at all levels.

In Nepal, UN Women focuses on strengthening women’s voice, agency and leadership across sectors to advance women’s rights, provide space for women’s meaningful participation and to demonstrate tangible differences in their lives. The agency’s programme adopts a holistic and integrated approach across UN Women’s five thematic priorities. It is guided by Nepal’s stated priorities (including those from the Three-Year Plan 2016-2019) and its commitments to relevant normative frameworks, the country’s United Nations Development Assistance Framework (UNDAF) 2013-2017, the CEDAW Concluding Observations (2011) and UN Women’s Corporate Strategic Plan 2014-2017. The programme promotes national ownership, capacity development and institutionalization, inclusiveness, coordination and partnerships, and knowledge generation and management, and seeks to prioritize engagement with and support to key duty bearers who are responsible for advancing women’s human rights and with rights holders so they can exercise voice and agency. UN Women is in process of developing UN Women’s Corporate Strategic Plan 2018-2021.

UN Women is mandated to lead, coordinate and promote accountability for the implementation of gender equality commitments across the UN System. In Nepal, the UN Women Country Office provides technical assistance on gender within the UN Country Team (UNCT), leads efforts to implement the UNCT Gender Scorecard, leads coordination as co-chair of the UNCT Gender Theme Group (GTG), and continues to play a key role in the Peace Support Working Group (PSWG). It is the lead coordinating UN agency for two of the ten outcomes of the country's UN Development Assistance Framework (UNDAF) 2013-17 and is partner to several joint UN programmes with others in the pipeline. UN Women envisages the establishment of a macro-level gender coordination body led by the government, co-convened by the UN Resident Coordinator and with UN Women as its Secretariat. This will be an important effort towards strengthened accountability for results for gender equality and women's empowerment, enhanced efficiencies, improved coherence, joint action and reduced transaction costs through better coordination between the government and development partners. UN Women will advocate for a separate gender equality goal in Nepal's next UNDAF, as well as for gender to be mainstreamed through all its goals and targets.

The Governance unit of UN Women is responsible for providing technical support to government, development partners and civil society organizations in the areas of governance, and gender responsive planning, budgeting and monitoring, women’s access to justice, Convention of the Elimination of All forms of Discrimination Against Women (CEDAW) implementation and monitoring, Commission on the Status of Women (CSW) and Beijing + 20 follow up in line with the Nepal Country Office Strategic Note and Annual Work Plan (AWP). 

Supervision

As part of the UN Women JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO.
  • Establishment of a work plan, with clear key results.
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment.
  • Easy access to the supervisor.
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness.
  • Guidance and advice in relation to learning and training opportunities within the field of expertise.
  • Completion of the yearly UN Women Performance Management and Development (PMD).
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties.

Training components

As part of the UN Women JPO programme overall framework, the JPO will benefit from the following training and learning opportunities:

  • Participation in a two-week long UNDP Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide
  • Other training and learning opportunities, as available in UN Women

Learning elements

In   addition, the   JPO   will   benefit   from   the   following   specific   training   and   learning modalities/opportunities in the receiving office:

  • Develop in-depth knowledge of UN Women's work in Nepal and beyond
  • Develop a strong ability to develop and strengthen partnerships across a broad range of partners, including government, development partners, UN agencies, civil society organizations
  • Gain ability to prepare quality knowledge products including briefs, concept notes and talking points
  • Develop skills in the area of governance, coordination, advocacy and strategic planning
  • Corporate programme/project and resource management tools and methods;
  • Have access to on the job training and mentoring
  • Participate in a range of meetings and serve as a representative of UN Women

Duties and Responsibilities

Under the guidance and direct supervision of the Deputy Representative, and in close collaboration with relevant Team Leader, the Programme Analyst- Governance will be responsible for the following:

Contribute technically to the development of programme strategies in the area of inclusive governance (20%)

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

Provide substantive technical support to the implementation and management of the inclusive governance programme (20%)

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of responsible parties financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project/programme partners (10%)

  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with national partners to support implementation and expansion of the Governance portfolio;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project (10%)

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the Governance programme (10%)

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports.

Provide substantive inputs to building partnerships and resource mobilization strategies (10%)

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Contribute to inter-agency coordination to achieve a coherent and aligned presence for Governance in the Nepal (10%)

  • Provide substantive technical support to the Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs and participate in inter-agency coordination groups on inclusive governance.

Provide substantive inputs to advocacy, knowledge building and communication efforts (10%)

  • Develop background documents, briefs and presentations related to inclusive governance;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on Governance.

Required Skills and Experience

Education (only Master’s degree or equivalent):

  • Master's Degree or equivalent in public administration, political or social sciences, human rights, gender/ women’s studies, international development, or a related field is required.

Work Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in working on women’s leadership and governance system will be an asset;
  • Experience coordinating and liaising with government agencies and/or donors and is an asset;
  • Prior experience of working with a UN or INGOs will be an asset.

Languages:

  • Proficient knowledge of English language
