Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible for providing technical cooperation services on technological and economic issues and is organized in the following departments: Department of Partnerships and Results Monitoring, Department of Agri-Business Development, Department of Trade, Investment and Innovation, Department of Energy and Department of Environment. Furthermore, PTC has a close cooperation with other field based Centers and Offices, such as the Investment and Technology Promotion Offices, forming the extended field network of UNIDO. The Department of Trade, Investment and Innovation (TII) of UNIDO supports countries in their efforts to develop through trade, investment and innovation as drivers of socio-economic progress in the framework of the 2030 Sustainable Development Goals (SDGs). More specifically, the Investment Promotion Division (PTC/TII/INV) of TII supports countries in improving their investment and business climate and, to this end, the Division assists governments and institutions at the national and regional levels to provide better investment-related services for increasing the quality and quantity of domestic and foreign direct investment (FDI) flows. Furthermore, the Division strives to enhance the impact of domestic and foreign direct investments and to increase the rate of innovation and technology transfer emanating from these investments. The Division maintains international platforms and provides direct support for investment and technology promotion and networking in the context of its Networks of Investment and Technology Promotion Offices (ITPOs) as well as th Network of Subcontracting and Partnership Exchange (SPX) Centres.

PROJECT CONTEXT The Project (No. 170049) represents the meso-level component of a larger Programme “Supporting business-friendly and inclusive national and regional policies, and strengthening productive capabilities and value chains”. The meso-level will be implemented by UNIDO in close synergy and coordination with two other implementing partners, the World Bank Group and the International Trade Centre (ITC). The World Bank Group will address the policy and investment climate reform dimensions of the Programme (the macro-level) whereas ITC will work at the micro-level to upgrade small-call private sector actors in defined value chains. The meso-level component will both feed into and receive information from the macro and the micro-levels thereby augmenting the overall impact of the intervention compared to a stand-alone intervention. At the meso-level, the Project focuses on institutional capacity building of investment promotion institutions (IPAs) and, more specifically, national-level Investment Promotion Agencies (IPAs). Capacity building will aim at strengthening investment promotion capabilities, business support programmes, marketing, monitoring, and partnerships for better coordinated and more encompassing investment promotion efforts. Based on a robust empirical foundation of FDI firm-level investor data, which will be collected/updated through the Project, IPIs will be able to better monitor FDI and its various impact channels necessary to achieve country- and regional-level Sustainable Development Goals (SDGs). Investment project profiles will be collected for global dissemination to potential foreign direct investors leveraging UNIDO’s Networks such as the Investment and Technology Promotion Office (ITPO) Networks and the Network of Subcontracting and Partnership Exchange (SPX) Centres. Main Functions

The Statistics Expert/Data Analyst will assist the Project by handling sampling, statistical and analytical aspects of the Programme and the monitoring of data collection; Prepare indicators and indexes to measure FDI performance and impact; Carry out econometric analysis and underlying policy recommendations of Reports to be published and disseminated; Contribute to the preparation of ad hoc studies providing empirical basis to IPA capacity building interventions and other related analytical work. The Statistics Expert/Data Analyst will assist and report to the Chief Technical Advisor (CTA) as part of the Project Management Unit (PMU) which will be based at UNIDO Headquarters in Vienna, Austria. He/she is also expected to directly support and provide inputs to the Lead Project Manager when the latter specifically requires. He/she will work with the National Country Coordinators and (teams) of survey enumerators/contracted institutions on data and survey-related project activities. He/she may work with other short-term international experts to guide statistical analysis and the preparation of related studies or reports. More specifically, he/she will be entrusted with the following duties: - Provide advisory support for the finalization of the FDI survey questionnaire as well as its testing through a pilot survey; - Collect and harmonize business directories and handle issues in relation to sampling; - Design new/revise existing training material supporting capacity building on data collection by investment promotion institutions (IPIs); - Carry out capacity building whenever required and provide guidance to enumerators and supervisors in the intervention countries to ensure the FDI survey is conducted as per pre-defined methodology; - Clean FDI database(s) by using computer-based techniques, verify the accuracy, coherence and internal consistency of the original information and/or data by using statistical methods and specific codes; - Structure/conduct statistical analyses on the basis of firm-level FDI data collected within the framework the Project; - Compute economic indicators/indices as inputs to the quantitative analysis tool to be embedded in the external Project portal; - Coordinate and interact with other short-term international experts in relation to empirical analyses on topics/themes of relevance for investment promotion institutions (IPIs); - Write report chapters based on the results of the econometric analyses, elaborating the consequences of the results on investment policies, FDI attraction and FDI targeting; - Prepare timely inputs required for effective project reporting and monitoring.

Minimum Requirements

Education

Advanced university degree in Social Sciences, Political Science, Economics, Mathematics, Statistics, Finance, Engineering or other relevant discipline.

Languages

Fluency in written and spoken English is required. Knowledge in French or Spanish would be considered an asset.

Computer Skills

Field of Expertise

A minimum of 7 years practical experience in the field of industrial and enterprise development. investment promotion, statistics and/or in technical policy advisory functions, including experience at the international level involving technical cooperation in developing countries. Experience in conducting statistical and econometric analyses is required. Experience in working with statistical softwares, in particular STATA or SPSS, is required. Experience in designing survey questionnaires, managing surveys as well as organizing/analysing survey data is required.
