Background

UN Women is the UN entity responsible for gender equality and empowerment of women, with a mandate to support government and civil society to implement national commitments to gender equality across sectors.  UN Women also has a mandate to promote, coordinate and monitor the work on gender equality across the UN system. Over the past six years, UN Women has led research and piloted interventions to increase evidence on how inequality drives vulnerability and determine ways in which a reduction in gender inequality can lead to a more resilient and empowered community. Through wide range of gender focused disaster risk reduction (DRR) and climate change (CC) interventions, UN Women has contributed to greater capacity for a gender and rights based approach to climate change and DRR, including with research institutions, civil society, and government officials and departments. A significant amount of work has already been invested by GoB, UN agencies and other actors in minimizing knowledge gap in terms of gender responsive DRR and CC actions. However, there are still gaps in the evidence base, recognizing which, UN Women initiated a process to zeroed in on critical gaps in current DRR, CC knowledge and practice through synthesising key research findings from the studies UN Women conducted on disaster risk reduction and climate change adaptation and make them widely available for policy makers and practitioners.

Duties and Responsibilities

Objectives:The purpose of this assignment is to produce some policy briefs informed by the below mentioned studies.

  • Climate Resilient and Empowering Livelihoods for Women;
  • Climate Change and Migration in Bangladesh: Gender Perspective;
  • Migration and Women: The Lives and Tragedies;
  • Understanding the Roles of Women Members in Union Disaster Management Committees in Bangladesh;
  • Disaster management in Bangladesh: What women need;
  • The capacity of Cyclone Preparedness Programme and Flood Preparedness Programme volunteers for gender -inclusive preparedness and response;
  • Baseline Study on the socio economic conditions of women in three eco-zones of Bangladesh;
  • Baseline Study of NRP;
  • Assessment of Women’s Livelihood Needs in three eco-zones of Bangladesh;
  • Final Evaluation Report Reducing Vulnerability of Women Affected by Climate Change through Livelihood Options;
  • Understanding Cost-Effectiveness of Gender-Aware Climate Change Adaptation Intervention in Bangladesh.

The key objectives of this assignment are as follows:

  •  Identification and prioritisation of key policy and programming calls through establishing linkages and analysis of key findings & recommendations of the studies;
  •  Based on the key findings, recommend entry points and strategies for DRR-CCA actors in delivering gender equality agenda in DRR-CCA.

Scope of the work and main responsibilities:

  • Conduct a review and analysis of the studies listed above;
  • Draft three policy briefs informed by the study reports;
  • Prepare presentations of the policy briefs to be used at the national dissemination.

Key expected Deliverables:      

  1. An outline for the policy briefs -4 days;
  2. Submission of draft policy briefs-10 days;
  3. Final policy briefs with analysis of studies, findings, recommendation and presentations on each of the policy briefs-6 days.

Required Skills and Experience

Education:

  • Minimum Master’s degree on social sciences (i.e. gender studies, disaster management, climate change, sociology, demography, psychology, political science etc.), development studies, urban planning, public policy or international development;

Experiences:

  • Minimum 7 years of working experience in the field of disaster risk reduction and climate change adaptation;
  • Strong analytical skills on gender analysis in disaster risk reduction and resilience gender equality and women empowerment;
  • Demonstrated track record of supporting UN and I/NGOs on gender inclusive DRR programme;
  • Thorough knowledge of gender equity issues and women’s needs in Bangladesh;
  •  Knowledge of current disaster risk reduction and climate change adaptation issues and agenda;
  •  Evidence of having undertaken similar assignments;
  •  Demonstrated experience in writing high level research papers.
  •  Excellent writing skills in the compilation of high quality documents.

Language

  • Excellent command of English.

TravelDhaka based assignment. In case travelling is required outside Dhaka Daily Substance Allowance (DSA) will be provided as per UN Women rules.

  • A suitability statement, including commitment to availability for the entire assignment;
  • A financial proposal, including detailed cost per major activity;
  • Updated curriculum vitae and P11 of the lead consultant and his/her associates that clearly spell out qualifications and experience to be attached as an annex;
  • Submit any recently done report on gender and disaster risk reduction or climate change adaptation.

Payments

100% of the total contracted amount will be paid upon successful completion of the training and submission of training report certified by the contract administrator
