This position is located in the Organizational Performance Measurement Section, Monitoring and Evaluation Service in the Business Transformation and Accountability Division (BTA) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst (Programme Officer) reports to a Senior Management and Programme Analyst (Programme Officer). The focus of this job is to lead the efforts to monitor, measure and report on organizational performance.Responsibilities
Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:
•Develops, implements and evaluates assigned programmes/projects related to the monitoring, measurement and reporting of organizational performance; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
•Coordinates the senior managers’ compacts and end-of-cycle performance assessments and reporting; participates in the development and implementation of the system for regularly monitoring performance against compact indicators throughout the compact cycle; analyzes and reports patterns, trends and systemic weaknesses requiring an organizational response.
•Coordinates the monitoring of implementation of the programme of work for all Secretariat entities; analyzes and captures the main findings and trends of the programme performance of individual programmes and reports to the main organizational performance trends in the context of the programme budget.
•Carries out efforts to strengthen practices and tools for assessing and reporting on organizational performance.
•Provides substantive servicing to relevant intergovernmental meetings.
•Provides substantive backstopping to the Management Performance Board.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Researches, analyzes and presents information gathered from diverse sources.
•Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
•Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
•Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field is required. A first-level degree (Bachelors’ or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of seven years of progressively responsible professional experience in project or programme management, administration or related area is required. Experience coordinating organizational performance activities, such as end-of-cycle performance assessments and reporting, and monitoring performance against indicators is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.Assessment
