Background

Although Bangladesh is globally recognized as a leader on community-led and volunteer-assisted disaster risk management and risk reduction, the coverage of existing support structures for this remains limited to certain areas and to particular natural hazards. There are limited options for vulnerable households to access support for reducing their risk and improving their resilience. For Bangladesh, this means that there is need to strengthen disaster resilience by enhancing the policies and capacities of existing disaster management architecture and institutions to fill these gaps, most crucially in the areas of (a) preparedness for intensive disaster in the form of large-scale earthquake and (b) capacity to support resilient recovery from both intensive and extensive disasters. 
 
To sustain the resilience of human and economic development through inclusive, gender-responsive disaster management and risk informed development the National Resilience Programme has been launched. The programme consists of four sub-projects or parts. Each sub-project will be implemented by one implementing partner from the Government. These implementing partners are: (1) Department of Disaster Management (DDM) of the Ministry of Disaster Management and Relief, (2) Department of Women Affairs of the Ministry of Women and Children Affairs, (3) Programming Division of the Ministry of Planning, and (4) Local Government Engineering Department of the Ministry of Local Government, Rural Development and Co-operatives.
 
The NRP DDM part will work towards improving community resilience by creating replicable, cost-effective models for local disaster risk reduction and risk management through social safety nets, Forecast-Based Financing and Ward-Level Earthquake Preparedness, and institutionalizing the Flood Preparedness Programmes that have shown promise in earlier initiatives. The Technical Assistant-Earthquake Preparedness   will work under the overall guidance and direct supervision of the Project Manager. will work closely with the municipality, ward and municipal Disaster Management Committees, local emergency response services (i.e., Fire Service and Civil Défense) other institutions and with community members in their location. 
 

Duties and Responsibilities

Key Functions of the Technical Assistant-Earthquake Preparedness   are:
  • Facilitate and organize consultation meeting, workshop, community and any other stakeholder mobilization;
  • Coordinate with Ward Disaster Management Committee, Municipality and other relevant stakeholders in earthquake preparedness, risk assessment, resilience planning and implementation; 
  • Lead on the organization of earthquake response drills and piloting community preparedness activities;
  • Support to establish a database of vulnerable community and volunteer, and risk mapping;
  • Support municipality and stakeholder in applying international disaster management materials, small equipment stockpiling for pilot communities, materials dissemination in the community;
  • Support the development of vulnerability assessment tools, data collection;  
  • Assist FSCD to identify Urban Community Volunteers and their capacity development; 
  • Develop documents and reports to support the project activities and updates;
  • Participate in knowledge-sharing events of the NRP as and when required; 
  • Assist in organization and documentation for meetings, seminars and other project events in the pilot sites
  • Schedule and prepare project visits to pilot sites;
  • Support planning and delivery of events in the project pilot areas;
  • Provide clerical support to the PM and project experts, local coordinators in preparing technical specifications for project investments;
  • Assist the PM, PIU and local coordinators in identification of potential suppliers of goods and services in pilot areas;
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to NRP-DDM part.
  • Monthly field report (according to set format) on implementation of activities, challenges, and lessons learnt; 
  • Undertake other relevant duties as required 
In addition to execution of their duties, the Technical Assistant-Earthquake Preparedness  will be required to submit monthly field reports to the Disaster Preparedness Specialist, who will extract important issues and lessons learnt for inclusion in WEPM documentation. Besides, they will have to discharge any other related activities as assigned by NRP-DDM Disaster Preparedness Specialist and Project Manager.

Required Skills and Experience

Education:
  • Bachelor degree in a relevant field such as Disaster Management, Climate Change, Environmental Science, Earth Science, Urban and Regional Planning, Civil Engineering or any other environment focused social and natural science discipline from a recognized University.
Experience:
  • Minimum two (2) years’ work experience in related fields of development/disaster management/community awareness;
  • The candidate must have substantial experience on volunteer mobilization;
  • Working experience with Red cross / Red Crescent / Scouts / government institutes/ private and national/ international organizations; 
  • Experience of working with vulnerable community in terms of natural hazards, especially on earthquake risk management and poverty;
  • A solid understanding and knowledge on earthquake preparedness and response, disaster risk reduction in the context of Bangladesh;
  • Strong understanding of institutional dynamics, community organization and ward committees; 
  • Experience in community mobilization and planning, training and workshops organizations etc.;  
  • Experience handling complex enquiries and interactions with multiple stakeholders; 
  • Local incumbent having on hand work experiences on earthquake will be preferred; 
Language Requirements:
  • Fluency in both written and spoken English and Bangla.
