Background

The UNDP Electoral Support Project has been providing advice, technical assistance and operational support to electoral processes in Nepal since 2008, including throughout the 2013 and 2017 elections. The project was extended to the end of 2019, primarily to consolidate its achievements, ensure sustainability, to provide advice for ongoing electoral activities and to continue strengthening the capacity of the Election Commission of Nepal (ECN) and other stakeholders. The project is headed by an international Chief Technical Advisor and Project Manager (CTA) and includes a number of national specialists who cover specific areas of electoral support as well as assistant and support staff.

The Civic and Voter Education Officer provides direct technical assistance and advice to the Election Commission, other counterparts and stakeholders.

The Civic and Voter Education Officer reports directly to the GESI and Outreach Advisor under the overall guidance of the project’s CTA.

 

Duties and Responsibilities

  • Provide support and advice in the areas of public information, outreach and media relations, civic and voter education, support to media and civil society, gender mainstreaming and capacity-building, as required.
  • Facilitate consultations, workshops and trainings in these areas, as required.
  • Ensure that the gender equality and social inclusion are promoted through work in these areas.
  • Contribute to capacity-building of national counterparts and strengthening of national institutions.
  • Establish and maintain professional and productive partnerships with counterparts and partners.
  • Draft thematic documents, including strategies, concepts, plans, and notes in these areas, as required. This is expected to include, if requested by ECN, an updated public outreach strategy, a concept for civic education through secondary school as well as the customization of materials for capacity-building courses on civic and voter education.
  • Develop or contribute to the development of printed and audio-visual civic and voter education materials.
  • Compile and provide regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners.
  • Perform other related duties as required.

Required Skills and Experience

Education:    

  • Master’s degree in Public Information, Management, Public Policy or related fields.

Experience:  

  •  At least five years of progressively responsible relevant experience in civic and voter information and public outreach is required.
  • Good knowledge of gender equality and social inclusion issues is required.
  • Prior experience of working on governance-related issues is required.
  • Prior experience in an advisory role is desirable.
  • Prior experience of working on election-related issues is desirable.
  • Prior experience of working on social media outreach campaigns is desirable.

Language Requirements:  

  • Fluency in oral and written English and Nepali is required.
