Background

The UNDP Electoral Support Project has been providing advice, technical assistance and operational support to electoral processes in Nepal since 2008, including throughout the 2013 and 2017 elections. The project was extended to the end of 2019, primarily to consolidate its achievements, ensure sustainability, to provide advice for ongoing electoral activities and to continue strengthening the capacity of the Election Commission of Nepal (ECN) and other stakeholders. The project is headed by an international Chief Technical Advisor and Project Manager (CTA) and includes a number of national specialists who cover specific areas of electoral support as well as assistant and support staff.

The Gender Equality, Social Inclusion (GESI) and Outreach Advisor provides direct technical assistance and advice to the Election Commission, other counterparts and stakeholders and supervises the project staff working in this field. The GESI and Outreach Advisor provide strategies for effective outreach and manages the relationship between the project and the relevant ECN sections as well as other relevant counterparts. The GESI and Outreach Advisor also advises project staff on GESI issues and provides a GESI perspective to other project work.

The GESI and Outreach Advisor reports directly to the project’s CTA.

Duties and Responsibilities

  1. Provide strategic advice and lead the initiatives from project on gender equality and social inclusion (GESI).
  • Design and lead the electoral assistance in gender equality and social inclusion in particular participation and engagement of women, persons with disabilities, groups that are marginalized, excluded and often underrepresented from political institutions.  
  • Provide high-level technical assistance and advice to national counterparts and their institutions on GESI in relation to strategic planning, legal and regulatory framework, voter registration, budgeting, electoral operational planning and implementation, candidate registration, civic and voter education, outreach and external relations, campaign and creating a conducive environment for women and marginalized groups in the elections.
  • Design and lead the capacity building and training sessions on GESI for various stakeholders. 
  • Advise and ensure that data analysis, monitoring and reporting reflect GESI dimensions.
  • Analyze and conduct research on the GESI dimension in electoral processes and provide strategic guidance in the preparation of the annual work plan, annual report and other documents of the project.
  • Identify strategic areas in GESI under the guidance of the UNDP country office GESI Policy Specialist for interventions in collaboration other stakeholders.
  • Monitor the impact of domestic and international norms and processes on female participation with focus on intersection and provide advice to the Electoral Management Bodies on appropriate corrective measures.
  1. Outreach:
  • Design and lead the work related to outreach, civic and voter education, external relations and media relations, public information as well as support to media, political parties and civil society.
  • Provide high-level technical assistance to national counterparts and their institutions in the area of outreach in relation to the following aspects as required: strategic planning, legal and regulatory frameworks, voter registration, outreach and external relations, campaign and creating a conducive environment for elections.
  1. Others:
  • Establish and maintain professional and productive partnerships with national counterpart institutions and other key stakeholders in the field of GESI and outreach.
  • Draft thematic documents, including strategies, notes, papers and reports in the above areas as required.
  • Supervise and manage the performance of staffs and consultants working on capacity building, external relations, civic and voter education.
  • Perform other related tasks as advised by supervisor.

Required Skills and Experience

Education:  

  • Completion of Master's Degree in Social Sciences, Gender Studies, Development Studies or related areas.

Experience:  

  • At least seven years of progressive experience in gender equality, social inclusion and public outreach is required.
  • At least three years of experience in a senior advisory role is required.
  • Previous experience of working on governance-related issues is required.
  • Previous experience of working on election-related issues is desirable.
  • Previous experience of managing the performance of staff is required.

Language Requirements:    

  • Fluency in oral and written English and Nepali is required.
