Background

The UNDP Electoral Support Project has been providing advice, technical assistance and operational support to electoral processes in Nepal since 2008, including throughout the 2013 and 2017 elections. The project was extended to the end of 2019, primarily to consolidate its achievements, ensure sustainability, provide advice for ongoing electoral activities and to continue strengthening the capacity of the Election Commission of Nepal (ECN) and other stakeholders. The project is headed by an international Chief Technical Advisor and Project Manager (CTA) and includes a number of national specialists who cover specific areas of electoral support as well as assistant and support staff.

The Information Technology Specialist provides direct technical assistance and advice to the Election Commission, other counterparts and stakeholders and supervises any information technology officers or consultants that the project may recruit. The Information Technology Specialist manages the relationship between the project and the IT departments of the ECN and other relevant counterparts. The Information Technology Specialist also advises the CTA and UNDP management on election technology-related issues and provides general support on IT issues and data analysis to the project.

The Information Technology Specialist reports directly to the project’s Senior Electoral Advisor and works under the overall guidance of the CTA.
 

Duties and Responsibilities

1. Provide strategic advice and lead the project’s work in the field of information technology

  • Design, lead, supervise, coordinate and contribute to the implementation of electoral assistance in the areas of information and communications technology as well as data processing and analysis,
  • Provide high-level technical assistance and advice to national counterparts and their institutions in the above areas in relation to the following aspects, as required: voter registration, electoral operational planning, implementation, monitoring and reporting, geographic information systems, candidate registration, ballot paper design, results transmission and publication, training, outreach and external relations management through electronic media, website management, data and database management, integration and interoperability, IT security, drafting of specifications for IT equipment and IT infrastructure development.
  • Supervise and manage the performance of any information technology staff and consultants recruited under the project.

2.    Knowledge management, relationship management and support

  • Establish and maintain professional and productive partnerships with national counterpart institutions and other key stakeholders in the field of electoral information technology and data analysis.
  • Draft thematic documents, including strategies, notes, papers and reports in the above areas as required.
  • Provide support to the project office and team in the field of information technology and data analysis.
  • Perform other related duties as required.

Required Skills and Experience

Education:  

  • Completion of Masters’ degree in Computer Engineering or Information Technology related field

Experience:  

  •  At least 7 years progressive experience in a field related to network administration, large scale IT operations, system analysis and design, database management and IT trainings is required.
  • Excellent knowledge of computer hardware, Microsoft Windows platform, Oracle database and Microsoft Office applications is required.
  • Previous experience of working on IT aspects of voter registration and elections is required.
  • Previous experience of managing a team is desirable.
  • Familiarity with open source database management systems and agile software development methodologies is desirable.

Language Requirements:  

  • Fluency in oral and written English and Nepali is required.
