The overall goal of PME in Myanmar CO is to provide technical and oversight support for Planning, Monitoring, HACT Assurance and Reporting. The new position, placed within the PME section will contribute greatly to establishing good performance monitoring practices in the CO by spearheading development of monitoring tools for GAVI project and other programmes, online systems for data entry and analysis. The position will greatly contribute to the development/ streamlining of systems for implementation monitoring in the CO including third party monitoring, field monitoring, monitoring of actions points and KPIs so that the office is able to take timely corrective actions to achieve results as planned in the MYWP.

How can you make a difference?

Monitoring Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in developing systems for monitoring of UNICEF programme with specific attention to GAVI Project. This would entail development of tools for data collection, information management, and data analysis of GAVI Project, third party monitoring and field monitoring. The position will also support innovation in monitoring including creating online systems and development of dashboards, and capacity building training for national and sub-national staff and partners in using tools to monitor and manage results. 

 Key functions and accountabilities of the position (detailed job description attached): -

  • Programme Performance Monitoring _Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans and annual Management plans.
  • Monitoring System for GAVI Project_ Provide technical support to UNICEF MCO GAVI team and national partners in developing and using a well-prioritised and realistic plan and tools for monitoring of GAVI activities that provides the most relevant and strategic information to monitor progress towards GAVI results. 
  • Field Monitoring including third party monitoring system_ Device system for online data collection from field monitoring including periodic analysis and reporting of data collected by third party and MCO UNICEF staff
  • M&E Capacity Building_ Provide technical support to ensure that the monitoring capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring processes.
  • Communication, Partnerships and Knowledge Management_ Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication, partnerships and knowledge management

To qualify as an advocate for every child you will have…

  • A University degree in social sciences, computer science, development planning/economics, advanced statistics or related fields is required.
  • Two years of relevant professional work experience in programme development and monitoring activities
  • One instance of exposure to emergency programming, including preparedness planning
  • Active involvement in a humanitarian crisis response programme preferred
  • Fluency in English is required. Knowledge of another UN language or local language is an asset
  • Proficiency in programming / statistical language and Office Tools like MS Office, Excel Pivot Table / VLookup / VBA, Visio, open data sources etc highly desirable
