UNICEF Indonesia is seeking a national consultant to (1) provide technical assistance to finalization of the provincial SDG Action Plan, and ensure that child-focused SDG indicators are both included and aligned with global standards, and (2) to conduct a scoping exercise of the SDG data landscape of Papua Province.

BACKGROUND

The Government of Indonesia - UNICEF 2016-2020 Country Programme is aimed at achieving results for children in Indonesia and helping them reach their full potential. In this partnership, UNICEF contributes technical assistance, policy advice and capacity building; and functions as a catalyst to support the achievement of national priorities on children from the national development plan (RPJMN) and Sustainable Development Goals (SDGs) (amongst others). The SDGs – with their focus on equity, inclusive societies and children’s rights – are a platform, a framework and a compelling global agenda to invest in children up-front. The children of today will be markers for the extent to which Indonesia has achieved the SDGs in 2030.

The Government of Indonesia has made a strong commitment to localize and implement the 2030 Sustainable Development Agenda, including through the recently signed Presidential Decree (Perpres #59).  Many of the SDGs have been incorporated into the Government’s medium-term development plan RPJMN 2015-2019 and the President’s vision (Nawacita). In 2016, UNICEF’s support to the Government of Indonesia in rolling out the SDGs helped ensure that key SDG priorities for children are firmly captured in the Government’s planning documents, including in the areas of child protection, WASH, nutrition, health and education. UNICEF has been providing technical support to improve the availability and quality of data and monitoring related to child well-being and the SDGs, and published an analysis of priority SGD targets and indicators for children in Indonesia in early 2016.

In 2017, Indonesia presented its voluntary National Review of SDG progress at the High Level Political Forum in New York. In addition, the Government, with support of UNICEF Indonesia, developed a SDG Baseline Report on Children in Indonesia, with disaggregated baseline data at province level for all children in Indonesia. This report has been important tool to inform planning, monitoring and reporting related to children and SDGs in Indonesia.

One challenge at both the provincial and the district level is to use the data available from household surveys and administrative databases to plan for effective policies that achieve SDGs for children. In 2018, UNICEF synthesized baseline data into a Provincial Snapshot for each of Indonesia’s provinces. These synthesized briefs provide a helpful tool for sub-national policymakers to prepare SDG Action plans with an evidenced-based focus on children. While these Snapshots provide helpful discussion starters for UNICEF’s field level staff with sub-national policymakers, the informational needs of policymakers for SDG planning go beyond the information that is disclosed in Provincial Snapshots.

Building on this positive experience, as well as on a Papua Province’s BAPPEDA to UNICEF to finalize the provincial SDGs Action Plan, UNICEF plans to continue its support to the Province of Papua to strengthen policymaking to achieve the SDGs. Throughout 2019, UNICEF is planning to provide technical assistance to the finalization of the Provincial SDG Action Plan (phase I), conduct a SDG Data mapping exercise (phase II) and to develop a monitoring tool that provide accessible information to policy province level policymakers (phase III). The activities comprised in this advertisement relate to Phase I and will also include a scoping exercise of the data landscape to plan the work for Phase II. UNICEF intends on extending the contract of the consultant based on the consultant’s performance and progress towards the completion of the monitoring tool.

While fitting in UNICEF’s wider engagement on SDGs with Papua Province, the overall purposes of this consultancy are to (1) provide technical assistance to finalization of the provincial SDG Action Plan, and ensure that child-focused SDG indicators are both included and aligned with global standards, and (2) to conduct a scoping exercise of the SDG data landscape of Papua Province.

 

Sub-objectives of the activity:

  • Lead/ co -lead regular cross-sectoral coordination meeting on finalization of Provincial SDGs Action Plan, and a final workshop to present the deliverables of this consultancy (incl. SDG action plan, summary, next steps).
  • Provide technical assistance on child-relate indicators and alignment with global standards to the BAPPEDA office of Papua province as part of the finalization.
  • Conduct scoping exercise to gauge the availability of child-focused SDG data in Papua and how it aligns with global and national standards and identify which government offices can provide data on SDG indicators for Papua province
  • Outline next steps needed to conduct SDG baseline analysis, based on consultation with Bappeda/SDG coordination group.
  • Produce final draft of SDG action plan, in line with feedback provided by Bappenas, UNICEF, and other relevant partners, ready for Bappeda sign-off
  • Develop a slide deck or two-page document, summarizing the SDG action plan, to be used for easy dissemination among partners.
  • To build the capacity of UNICEF staff to engage with Papuan sub-national policymakers on the SDG planning process.

The consultant needs to consult with UNICEF on the final list of SDGs indicators that will be used in Papua and UNICEF-GoI joint reports; drawing from SDGs Priority Children Indicators, SDGs baseline report and SDGs Provincial Brief, in addition to global and national guideline on SDGs. 

The consultant will liaise with province level authorities, BPS and BAPPENAS on their SDG action plans, providing technical support where needed and asked for by the Government. This will require the consultant to build and maintain excellent relations with BAPPEDA, BPS and related sectoral offices.

The consultant will also work with UNICEF Papua office staff to strengthen UNICEF’s internal capacity to engage with policymakers on SDGs using the SDGs baseline report and Provincial SDGs brief. 

The consultant will report to the Chief of Field Office of UNICEF Jayapura and to the Knowledge Management Specialist in the Social Policy Cluster in UNICEF Jakarta office. The work of this consultancy will be coordinated with Bappeda at province level.

WORK ASSIGNMENTS

  1. Development of a comprehensive workplan, in consultation with BAPPEDA and UNICEF
  2. Provide technical support to BAPPEDA Papua on the finalization of Provincial SDGs Action Plan 
  3. Scoping exercise of Data Landscape through desk research, including:
    • Identification and analysis of key stakeholders for data for children in Papua, including their supply and demand side of data related to children
    • Assessment of the availability, use and quality of data on children, and data gaps.
  4. Workshop for UNICEF staff and government partners on SDGs, global and national SDG planning and available resource
  5. Build capacity in government offices for SDG monitoring until 2030
  6. Documentation of the process

OUTPUTS

  1. Agreed workplan
  2. Final draft SDG action plan
  3. Summary slides or 2 pager summarizing SDG action plan.
  4. Final workshop on SDGs
  5. Brief Report on availability and quality, of child-focused SDG indicators.
  6. List of SDG indicators that should be included in SDG baseline/progress analyses for Papua province.
  7. Final report, outlining next steps for how UNICEF can best proceed with the localization of the SDGs in Papua from a child and equity perspective
  8. SDGs M&E plan for each government counterparts and stakeholders 
  9. Report summarizing the process, to be used a pilot model for planning and monitoring SDGs for children at subnational level.     

 

To qualify as an advocate for every child you will have…

  • At least a Master’s degree in Statistics, Economics, Social Sciences or other related field;
  • At least 5 years of experience in working with and analysing Government data and statistics, in particular data related to children and/or social-economic issues;
  • Strong experience with sub-national Government planning processes and policymaking;
  • Strong understanding of and experience working with the SDG framework, including with child-related indicators;
  • Previous experience working within Papua context considered as an asset;
  • A solid understanding of UNICEF’s core areas of work is required. Experience with UNICEF country and/or regional office work is highly valued and will be considered an asset;
  • Demonstrated skills in strategic planning and effective time and project management;
  • Excellent written and spoken language skills in English and Bahasa Indonesia;
  • Ability to provide guidance and training to enhance capacity of sub-national government staff responsible for SDG Planning;
  • Strong interpersonal skills to bring in people with different knowledge, understanding and skills on SDGs from different offices at subnational level. Excellent facilitation skills to deliver training (on the job training) on SDGs related works.
