The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

Shelter Project Coordinator (National Position), Dohuk

The purpose of the Shelter Coordinator position is to implement delegated Shelter project portfolio and contribute to Shelter strategy development, concept notes, project proposals, budgets and provide input on needs and gaps.

Responsibilities:

  • Line management of Shelter field staff  
  • Ensure adherence with NRC policies, tools, handbooks and guidelines as well Government rules and regulations
  • Contribute to Shelter strategy development, concept notes, project proposals, budgets and provide input on needs and gaps
  • Manage and implement delegated portfolio of Shelter projects (activities, budget, plan of Action, and project documentation) as delegated from PM in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality
  • Provide regular progress reports to PM (AM and Shelter Specialist if no PM) and input into Donor reports as requested
  • Assist PM in the development of data management tools and Standard Operating Procedures and ensure proper filing of documents in both hard and soft copies
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Participate in the recruitment of Shelter Officers and Assistants and provide on the job training as planned to increase the capacity of project staff and transfer key skills; Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Assist PM in the development of work plans for Shelter project activities and ensure that work plans are adhered to throughout implementation
  • Promote the rights of IDPs/returnees in line with the advocacy strategy; Ensure that gender and protection mainstreaming are carried out at the field level by all shelter staff
  • Collaborate with teams from other CC’s to ensure that project beneficiaries are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs.
  • Assist PM in the development of assessment (Social and Technical) and Focus Group Discussion Tools. Plan and supervise community meetings and other community mobilization activities
  • Assist the PM in developing beneficiary selection criteria and Standard Operating Procedures.  Supervise Shelter Officers and Shelter assistants and ensure that beneficiaries have been selected in accordance with criteria
  • In collaboration with the PM develop messaging around project implementation methodology, scope of work, selection criteria and any other related beneficiary project documents. Develop training materials for Shelter Field teams and beneficiaries as required
  • Supervise the daily monitoring and documentation of all site level construction works and regularly visit sites to ensure monitoring activities are carried out in accordance with Standard Operating Procedures
  • In collaboration with PM and with input from Shelter Officers - Technical, develop of technical aspects of Tender Documentation for project. Participate in tender openings and review of supplier samples with Logistics.
  • Develop BoQs formats and requirements with input from Shelter Officers - Technical
  • Develop Scope of Work formats and requirements with input from Shelter Officers - Technical
  • In collaboration with PM and Shelter Specialist develop minimum technical standards for construction/upgrades/rehabilitation and ensure that activities are carried out in accordance with allocated budget
  • Supervise and document information related to follow up carried out by Shelter Assistants relating to any project beneficiary information requests and complaints as directed by Project Manager and M&E unit. Directly carry out follow up on sensitive cases
  • Conduct performance management for Shelter Officers under direct supervision and review performance management activities carried out by Shelter Officers
  • Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies and other key stakeholders at community and area level
  • Plan and supervise distribution activities and ensure NRC Standard Operating procedures are adhered to during distributions. Coordinate with Logistics, Finance, Security and HR as required to ensure that distribution are carried out on time and according to plans.
  • In collaboration with PM to develop M&E plan and tools specific to project implementation
  • Any other task relevant to the position as requested by the Project 

Our Ideal Candidate:

A university graduate in a relevant field with Previous experience as a project coordinator in a humanitarian/recovery programme and especially in complex and volatile environments with minimum 4 years’ experience. Fluency in English, Kurdish and Arabic. Knowledge of humanitarian principles and code of conduct.

Additional Information:

Contract period:5 Months and the contract extension is subjected to funds
