Background

EU-UN Joint Programme on Improving Vocational Education in Abkhazia has the overall objective to improve access to quality vocational education and training (VET) in Abkhazia for children and young people, girls, boys, young women and men, throughout the region and irrespective of their nationality and place of residence.
 
The joint programme will promote integrated, comprehensive and sustainable solutions that ensure greater coherence and stronger impact by mapping the concrete needs in the VET sector and the labour market in Abkhazia. The programme will aim at identifying the gaps and challenges and their interlinkages across sectors and establishing comprehensive responses by three UN agencies: The United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF) and the Food and Agriculture Organization of the United Nations (FAO). 
 
The aim of the joint programme is to bring changes through 5 specific objectives to comprehensively address both the actual needs and also to build the people’s skills and capacity with an ultimate goal to improve their lives:
  • Assessing the ways to Improve the management and delivery of VET; 
  • Supporting the elaboration and implementation of best VET practices in selected areas;
  • Developing the education system to support VET; 
  • Establishing cooperation schemes and dialogue with private and public employers;
  • Creating a pool of master trainers in plant protection sector.
The final beneficiaries of the intervention will include boys and girls, men and women and the population of disadvantaged regions [areas where local population has limited access to social services, education, economic opportunities, etc] in equal manner with particular focus on vulnerable groups.
 

Duties and Responsibilities

Under overall guidance of CPR Team Leader and direct supervision of the Project Manager, the incumbent contributes to effective and efficient implementation of the project by maintaining daily contacts with implementing CSOs, overseeing vendors and companies (e.g. rehabilitation/refurbishment works), visiting VET colleges to monitor daily activities, organizing project events (incl. supporting international and local experts in logistics, event planning etc.), supporting procurement, contributing to planning and implementation activities.
 
The Project Assistant works in close collaboration with the UNDP team for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with UNDP programming, financial and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
 
Provides high quality assistance in implementation of project related activities as well as support in partnership building and coordination with participating UN organizations (PUNOs): 
  • Support Project Manager and Project Officer in preparing various documents, briefs and reports;
  • Assist in the review of documentation, analysis and preparation of the capacity assessment reports of grantees;
  • Provide support in organizing the Steering Committee, Programme Coordination Team and Programme Management Unit meetings; 
  • Assist with preparation of evaluation tools for project related activities; 
  • Assist with preparation of ICPNs, ToRs, NtFs and other documents, as required; 
  • Perform other duties, as required.
Provide high quality assistance on communication matters in coordination with project team and UNDP Communications Unit:
  • Assist in information dissemination, organizing public/media events and campaigns to raise project awareness; 
  • Conduct daily media monitoring and provide timely written briefs on major developments;
  • Ensure proper donor and UNDP visibility during all public events; 
  • Prepare draft press releases, communication kit for the project and other communication materials;
  • Advise grantees on visibility issues and facilitate approval of their visibility materials; 
  • Perform other duties, as required.
Provide high quality administrative assistance to general project management-related issues;
Provide administrative support to meetings and seminars organized within the framework of the project, including preparation of minutes:
  • Set up and update the filing system related to all project documents, including sub-projects in close coordination with the administrative/financial assistant and project officer;
  • Update regularly the project’s database of key stakeholders and interlocutors; 
  • Prepare written responses to inquiries, ensuring correctness in terms of format, grammar and spelling;
  • Conduct correspondence with potential partners and individuals on the results of their applications;
  • Make appointments and arrangements for meetings, as needed;
  • Prepare background information for external consultants/ visitors to the project, as needed; 
  • Prepare and disseminate invitations to project events, agendas, various information, as needed;
  • Perform other duties, as required.

Required Skills and Experience

Education:
  • University Degree in Social Sciences, Business or Public Administration, International Relations or a related discipline.
Experience:
  • At least 3 years of relevant work experience in development, networking, partnerships building and/or project support service;
  • Work experience in the field of education will be a strong asset;
  • Theoretical and applied knowledge of Results Based Management will be a strong asset.
Language Requirements:
  • Excellent command in written and spoken English and Russian.
