Background

The engagement is planned within the Economic Governance for Growth (EGG) Project (2018-2021). The project is primarily funded by the Government of the Kingdom of Norway and co-funded and implemented by United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH). As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the EGG Project has an overall objective to improve economic development in BiH and create employment opportunities in prospective industrial sectors. Project activities include support to start-up development in the advanced technologies area and strengthening education system to respond to modern economy labor force needs.

Duties and Responsibilities

The Consultant is expected to promote a quality and result-oriented approach consistent with UNDP’s rules and regulations. The Consultant will work in close collaboration with the programmes’ staff to exchange information and ensure consistent service delivery and will be responsible for the following:

  • Engages relevant stakeholders, assists in conceptualizing and managing the integrated smart urban development approach with focus on city of Sarajevo;
  • Conducts specific small-scale researches, data collection and analyses from viewpoint of the smart city concept;
  • Scans global practices and experience in relevant areas and identify replicable approaches and solutions for the project;
  • Assists in designing new initiatives for technology-based public service delivery solutions;
  • Assists in monitoring of the implementation of the initiatives;
  • Contributes to the preparation of monthly workplans that set priorities, timelines, targets and standards for monitoring results;
  • Assists in promotion of smart urban development approaches;
  • Assists in organising trainings, workshops, technical assistance sessions, and other events;
  • Assists the organization of field visits, missions and conferences and other logistics arrangements as required by the project activities;
  • Reports on the implementation of relevant activities, in line with the logical framework and progress indicators
  • Maintains contacts with stakeholders, arranges and attends meetings;

Deliverables/outputs

The Programme Team will closely oversee service provision, working in continuous coordination with the Consultant.

The Consultant is responsible for the following deliverables:

  1. Provided strategic direction, facilitated broad-based partnership contributing to smart Sarajevo and supported the initial vision-setting for Sarajevo of the future - (up to 30 working days), as per certified time sheet record, By mid of April 2019, 30%;
  2. Conceptualised and supported piloting of technology-based solutions for urban economic growth - (up to 30 working days), as per certified time sheet record, By end of May 2019, 30%;
  3. Supported the piloting of initiatives for technology-based public service delivery solution - up to 20 working days as per certified time sheet record,  By end of June 2019, 20%;
  4. Identified strategic opportunities, ensured transfer of relevant global practices, as well as monitored implementation of the relevant initiatives - up to 20 working days, as per certified time sheet record, By end of September 2019, 20%.

Required Skills and Experience

Academic Qualifications/Education:

  • Bachelor’s degree in Social Science, International Development, Science, Engineering, Design (e.g. industrial or architecture), Psychology or related area;

Experience:

  • Three years of relevant working experience out of which at least two years of experience in social innovation; partnership building and/or resource mobilization.
  • Understanding of innovation and new technology trends;
  • Experience in working with government authorities;
  • Excellent computer skills and ability to use information technologies as a tool and resource;
  • Experience in research and reporting.

Languages Requirements:

  • Excellent writing, editing, and oral communication skills in languages of people of BiH and English.

Award Criteria: The consultancy will be awarded to the highest qualified applicant through the combination of technical qualifications and financial offer.

Qualification Requirements:

  • Bachelor’s degree in Social Science, International Development, Science, Engineering, Design (e.g. industrial or architecture), Psychology or related area - Weight:50%, Maximum points: 50;
  • Previous experience in conducting similar assignments - Weight: 50%, Maximum points: 50;

 Only candidates obtaining a minimum of 90 points would be considered for Technical Evaluation.

Technical Evaluation:

  • Qualification Score - Weight:10%, Maximum points: 10;
  • Relevant working experience in social innovation; partnership building and/or resource mobilization - Weight:60%, Maximum points: 60;
  • Experience in working with government authorities - Weight: 30%, Maximum points: 30.

Only candidates obtaining a minimum of 70 points would be considered for the Final Evaluation.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
