The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




Office Background: 

NRC in the Middle East is responding to the Syria and Iraq crisis, assisting refugees in Jordan, Lebanon and Iraq as well as the displaced.  NRC also works in Palestine and with Palestinian refugees in Lebanon.  NRC works in shelter, emergency distributions, education, water and sanitation, and legal assistance.  NRC has over 3,000 staff members working on the NRC regional response.

The Norwegian Refugee Council (NRC) is committed to fulfil its compliance obligations and requirements in order to mitigate risk, increase accountability and improve quality.  Recognizing the high-risk of non-compliance for NRC, the Middle East Regional Office (MERO) designated a strategic objective to “establish and implement a compliance framework based on risk management and quality improvement” in 2018.

Position Description:

The purpose of this position is to support the Regional Head of Compliance and Risk Management to establish the department through the development and implementation of a regional compliance management program, including technical support to Country Management Groups (CMG) and their teams. This position will have a strong focus on donor, legal, and program compliance.  The position will also address compliance to gender policies, particularly related to Protection from Sexual Exploitation and Abuse (PSEA).

Specific responsibilities related to this position include:

  • Based on NRC’s internal handbooks, policies, and procedures, as well as donor and legal regulations, develop tools and methods for independent, systematised compliance checks on high-risk issues
  • Implement compliance checks in countries within the Middle East Region, providing regular reports to the Country Management Group (CMG) and the MERO Senior Management Group (MERO SMG) through the Regional Head of Compliance and Risk Management
  • Provide specialist technical support, advice and guidance to CMGs to strengthen their compliance management efforts through the development of tools and methods, technical support and sharing best practices
  • Contribute to the contextualisation of new policies and procedures as well as the imbedding of internal control mechanisms
  • Implement Major Project Spot Checks
  • Lead the training, support, and compliance monitoring of the implementation of new procedures including but not limited to the data protection and securing supporting documentation in the region
  • Develop and implement communications and training modules on ethics and compliance, to strengthen the organisational culture
  • In collaboration with the Senior Legal Advisor (Head Office) as well as external legal counsel, support Country Offices to understand and comply with legal regulations
  • Monitor, analyse, and produce recommendations related to potential legal liabilities and the use of waivers
  • Contribute to the development of adequate compliance and quality control mechanisms of NRC operations 

For this key role our ideal candidate is:

A University Graduate in a relevant discipline with a minimum of 5 years of compliance management experience, including in an oversight and control role. We are particularly looking for an individual with experience in the design and implementation of compliance management programs and experience developing or managing compliance systems. Knowledge of organizational culture and cultural change processes and experience managing complex organizational development projects is also considered an asset.
