The Norwegian Red Cross seeks to strengthen and expand the organisation's capacity to respond to sudden onset disasters and protracted crises. This increase in ‘surge capacity’ will be secured through a team of global surge delegates that have leadership, management and technical competencies for emergency response in complex environments. 
 
We seek an experienced GST Coordinator for a fulltime, 2 years project position to Coordinate the Norwegian Red Cross Global Surge Team. The position is placed in the International Disaster Risk Management Unit.  
 
The main responsibilities: 
The purpose of the role is to coordinate timely and quality deployments of the Global Surge Team (GST) members that contribute to the Red Cross Movement Emergency Response and surge requests and to maintain and develop the Global Surge Team roster.  
 
This includes support the recruitment of roster members, training needs analysis, coordination and motivational work.  
 
The GST Coordinator is the line manager for GST members, by acting as main point of contact and interlocutor to the International Federation of the Red Cross/Red Crescent Surge team and International Committee of the Red Cross in Geneva. He/she ensures that GST contributes to fulfilling the strategic and operational objectives of the Norwegian Red Cross. 
 
This includes following main tasks: 
  • Responsible for the recruitment of the GST members: launch recruitment and screening process, coordinate technical clearance with DRM Unit technical leads  
  • Ensures Performance Management and Career Development. Defines a customized training plan for GST members.
  •  Ensures that assignment feedback and the Red Cross Partners performance appraisals are incorporated in a systematic manner in the GST personnel records 
  • Coordinates the timely deployment of GST in response to the IFRC global alerts and ICRC concerned requests for support  
  • Ensures the development, maintenance and quality of the GST Standard operation Procedures, systems and tools.  
  • Evaluate and identify key learning points from GST HR practices and experiences, towards the end of the project period 
 
We are searching for the candidate with the following experience and skills:  
  • Master Degree or above. Extensive work experience can replace formal requirements for education. 
  • Line Manager experience.  
  • Experience in working in an International Organization  
  • English and Norwegian as working languages is compulsory. Knowledge of French, Spanish and Arabic is an asset. 
 
Personal qualities:   
  • Excellent management skills: you can manage people to cultivate development and results 
  • HR skills and knowledge: recruitment skills and knowledge - Knowledge of relevant labour law and regulations. 
  • Red Cross knowledge: knowledge of the international Red Cross Movement  
  • Skills within organizational culture and intuitional Learning 
  • Leadership 
  • Intermediate knowledge of relevant IT tools and systems
