Home based consultancy to develop a Handbook on Birth Registration procedures in Angola

How can you make a difference?

Activities and Tasks: 

  1. Desk review: Review all legislation, instructional documents and material available to birth and registry;
  2. Conduct consultations with the technicians to obtain information on the constraints they face in interpreting the relevant legislation and procedures;
  3. Elaborate a user-friendly Handbook of legislation and procedures, including simplified processes as a tool of consultation for each technician, to be shared with UNICEF and government focal point;
  4. Adjust the Handbook based on feedback from UNICEF and government partners.

  • University degree in public administration, law, social sciences, or a related field 

    Experience:

    • Five years of experience or more in the field as a national civil registrar.
    • Knowledge in analysis of processes, work of civil registry, operation of conservatories
    • High analytical capacity
    • Demonstrated research abilities
    • Demonstrated ability to draft user friendly guidance and reports
    • Good knowledge of the context and modus operandi of the civil registry system in Angola and of the National legislative framework.

       Language skills

      Fluency in Portuguese (written and spoken)

Conditions:

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. 
  • All materials developed during the period of the consultancy are the exclusive property rights of UNICEF, and may be used with the permission of UNICEF.
  • Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement.
  • Consultants are not entitled to annual leave.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • Signed contracts must be sent by fax or email.  Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.
  • The consultants are authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants to complete the basic and advanced security course and submit certificates to UNICEF before any travel is undertaken;
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultants will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to provide documentary evidence of health insurance coverage, including Medical Evacuation.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
  • Consultants to utilize own laptop for duration of assignment.

*The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.”
